The Federal Emergency Management Agency (FEMA) defines the term scope of work as ‘the work that is necessary to repair the damage or replace the facility.’  For grants and projects both large and small, the cost estimate submitted by the applicant is based on the scope of work. It is imperative for the scope of work development to be accurate, thorough, inclusive, detailed, and based on solid reasoning.
