Carla Decina

Deputy Director of Preparedness

Ms. Carla Decina, Deputy Director of Preparedness, is an emergency and project management professional with over ten years of experience supporting state and local governments, as well as disaster impacted communities, as they prepare for, mitigate, respond to, and recover from emergencies and disasters. With a focus on project management, program development, recovery planning, and capacity building, Carla’s diverse background and skill set allows her to support a wide-range of disaster operations, spanning wildfire disaster recovery coordination, COVID-19 response, and disaster cost recovery, including in the Federal Emergency Management Agency (FEMA) Public Assistance (PA) program.

Currently, Carla plays a key leadership role managing Hagerty’s work with several clients across the State of California. Given her experience in supporting preparedness, mitigation, response, and recovery activities at both the state and local level, Carla is familiar with the unique set of challenges inherent to response and recovery coordination and brings together stakeholders across an operation to identify cross-cutting issues and opportunities to streamline efforts.

Prior to joining Hagerty, Carla served as Refugee Program Coordinator with the International Rescue Committee. Carla graduated with a Bachelor of Arts degree from Tufts University and has a dual Master’s degree in Public Health and Health Management. She lives in Sacramento, California.
