Mission Ready Packages (MRPs) are a specific response and recovery resource capability that is organized, developed, trained, and exercised prior to an emergency or disaster to track five cost factors: travel, personnel, equipment, commodities, and other.
Very often a state or jurisdiction will not be able to deal with a disaster or emergency with their own resources, and need to request help from colleagues across county or state lines. This is more than just being neighborly or kind. It speaks to a formalized type of mutual aid, or an agreement among emergency responders to lend assistance across jurisdictional boundaries.
