CDBG-DR Specialist

Community Development Block Grant – Disaster Recovery (CDBG-DR)

Hagerty Consulting, Inc. is a nationally recognized, comprehensive Homeland Security and Emergency Management firm. Our focus is on helping clients prepare for and recover from disasters. We are looking for experienced candidates who have expertise with HUD CDBG-DR grant management sectors, such as: Housing, Infrastructure, Economic Development, Planning and Administration, Action Plan Writing, Unmet Needs Assessments, Davis Bacon Compliance, and so forth.

Candidates must have experience with one or more of the following:

  • Expertise with CDBG-DR and Section 108 loan guarantee program design, administration, implementation, and monitoring.
  • Demonstrated track record for providing technical assistance to CDBG grantees and sub-recipients related to financial management and procurement, environmental review, rehabilitation or reconstruction of both single-family and multi-family housing, home buyout program, infrastructure projects, federal labor standards, acquisition and relocation, fair housing, and non-discrimination.
  • Experience developing grantee and sub-recipient risk assessments and compliance monitoring strategies and guidebooks.
  • Experience conducting monitoring visits and writing monitoring reports, overseeing corrective actions, and coordinating HUD monitoring visits.
  • Experience in assessing internal controls and identifying improper payments – conduct program and budget analysis of CDBG-DR funded activities within various CDBG-DR funded agencies.
  • Proficient in the use of the Federal Disaster Recovery Grant Reporting (DRGR) system – initiating and monitoring CDBG activities and accomplishments, and completing the DRGR’s Quarterly Performance Report.
  • Develop and maintain databases containing agency programmatic and fiscal indicators for the CDBG-DR funds.
  • Setting up and managing Intake Centers onsite in impacted areas and developing eligibility operations.
  • Experience in providing construction management services for disaster housing assistance.

EXPECTED QUALIFICATIONS:

  • Bachelors or Master’s Degree.
  • 3+ years of experience in federal grant reporting, financial analysis, budget planning and management, or a related field.
  • Advanced fiscal knowledge and skill that encompasses budget and program analysis, compliance, rules, regulations, monitoring, expenditures, and grant reporting.

Construction Conformity Specialist for NYC Hurricane Sandy Recovery Project

Hagerty Consulting, Inc. is a nationally recognized, comprehensive Homeland Security and Emergency Management firm. Our focus is on helping clients prepare for and recover from disasters. We are looking for engineers, architects, design and/or construction management specialists with professional experience in building design and construction conformity and compliance to join our New York City (NYC) Hurricane Sandy Recovery Project. Assignment is specific to addressing NYC Department of Environmental Protection (DEP) projects resulting from Hurricane Sandy damages.

JOB DESCRIPTION:

The selected candidate will assist in managing the development and implementation of federally funded recovery projects by working closely with NYC DEP, designers, and construction teams to review design and construction solicitations, scopes of work, and construction change orders for large infrastructure projects (wastewater treatment plants, environmental  facilities, etc.) Responsibilities of this position include, but are not limited to:

  • Supporting municipal authorities at all levels of project design and construction conformity and compliance.
  • Advising design and construction teams on contract document and invoice formatting for scope tracking requirements.
  • Reviewing scope of work changes (e.g. code upgrades, hazard mitigation, change orders, etc.) for federal funding eligibility.
  • Supporting the creation of eligibility justifications for scope of work revisions.
  • Reconciling completed scopes of work to the funding source scope through coordination with NYC DEP, Resident Engineers, and as-built drawings/field sketches.
  • Attending project site visits and coordination meetings.

Candidates must be comfortable interacting directly with clients, senior managers, and executives.  Must be prepared for intense, challenging work environment, and be experienced working in a team atmosphere, but also be able to deliver independently.

DESIRED QUALIFICATIONS:

Ideal candidates should have:

  • A minimum of five (5) years of proven experience in building design, project management, and/or cost estimating.
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related field. An advanced degree is preferred.
  • A strong background in public works and infrastructure projects is desired.
  • Familiarity with RS Means.
  • Experience in contract development and administration.
  • Experience with federally funded recovery projects.
  • Strong interpersonal, written, and verbal communication, leadership, and negotiation skills.
  • Strong core competencies in software applications (e.g. Microsoft Office Suite, QuickBase, and project management software).
  • Flexibility, integrity, teamwork, and an unwavering commitment to excellence.

FEMA PA Program Closeout Specialist

FEMA PA PROGRAM CLOSEOUT SPECIALIST

JOB DESCRIPTION

We are adding a mid-level Federal Emergency Management Agency (FEMA) Public Assistance (PA) Closeout Specialist to our team of consultants on the New York City Hurricane Sandy Recovery Project based in New York City.

JOB DESCRIPTION:

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Hurricane Sandy FEMA PA funding at grant closeout. The FEMA PA Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.  The FEMA PA Closeout Specialist will have the following job responsibilities:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

EXPECTED QUALIFICATIONS:

  • Three plus (3+) years of professional experience preferably in grant/financial management and/or closeout. Prior FEMA PA grant experience preferred but not necessary.
  • Bachelor’s Degree in Business Administration, Accounting, Economics, or related field.
  • Strong proficiency with Microsoft Word and Excel.
  • Technical skills in analysis, business accounting principles, and knowledge of construction methodologies.

Job Description

Hagerty is searching for finance and accounting professionals with knowledge and experience in public sector accounting, financial systems management, grant and loan programs, internal controls, budget formulation and execution, and/or financial reporting protocols and analyses. Hagerty is looking for candidates at all levels of experience. Candidates should be expected to have:

  • Two years of previous accounting or finance experience; governmental accounting experience preferred.
  • An undergraduate degree is required. Bachelor degree in Accounting, Finance, or Business Administration. A CPA license or registration is preferred, but not required.
  • High proficiency with Microsoft Excel.
  • Reconciling federal and state grants, cost estimates, audits and other products that support disaster response and recovery efforts.
  • Reviewing funds received from the Federal Government and funds the recipient has matched.
  • Ensuring compliance with standard accounting/procurement principles as well as with the applicable laws, rules, regulations, etc.
  • Facilitating stakeholder meetings with federal, state, and local officials to explain the closeout process and to establish performance metrics and targets.

Active Threat Project Planner – Greater St. Louis Area

JOB DESCRIPTION

 The ideal candidate should have knowledge and/or experience with the following:

  • Preference for degrees in Emergency Management, Disaster Management, Threat Assessment and Response Management, or Homeland Security
  • HSEEP certification required
  • Knowledge in law enforcement, fire/EMS, on-scene security, or fusion center

  • At least two years of project management experience

JOB DESCRIPTION:

  • Experience managing projects of various sizes to include: developing a project plan, managing a team, and presenting deliverable to a client.
  • Certifications such as Master Exercise Practitioner (MEP), Project Management Professional (PMP), Certified Emergency Manager (CEM), Business Continuity Planning Professional (BCPP), and/or Department of Homeland Security or other federal entity designation of training excellence
  • Experience developing and delivering training and exercise programs, to include experience developing and/or leading Homeland Security Exercise and Evaluation Program (HSEEP) – compliant exercises.
  • Emergency management or consulting experience at the federal, state, local level of government, universities and/or private sector
  • Proven ability to conduct polished business development, provide excellent customer service, and maintain client/professional relationships/partnerships
