CONTRACT ADMINISTRATOR

Our headquarters team is seeking a Contract Administrator to manage our procurement process in collaboration with our proposal and project team members.

Job Description

As our Contract Administrator, we will rely on you to facilitate the review of Request for Proposal (RFP) expected contract needs and awarded contract requirements. We look to you to both mitigate risk and create value in the advancement of Hagerty’s mission of helping our clients prepare for, respond to, and recovery from, catastrophes. You would have the following responsibilities:

  • Manage administration of the contracting and subcontracting process through the ability to track, analyze, aggregate, and report necessary information.
  • Ensure fully executed contracts are received prior to the beginning of work.
  • Assist with the first level legal review to ensure key terms and conditions are incorporated and liaise with Hagerty’s Chief Operating Officer (COO) in the review and final approval of initial, stand-by and renewal contracts.
  • Redline and edit contract language, suggest alternate terms based on the needs of the engagement/stakeholder as needed.
  • Coordinate, review, and respond to requested contract changes and concerns.
  • Contribute to negotiations as liaison between internal and external personnel including discussions on key contract terms, definitions, conditions, and pricing as required.
  • Gather all contracts and accurately enter them into Hagerty’s proprietary contract repository system and maintain ongoing updates.
  • Determine key contract terms and conditions and communicate pertinent information to the appropriate project manager and/or business line lead.
  • Act as key point of contact for any questions and/or needs regarding contracts.
  • Develop and administer standard agreement templates including Non-Disclosure Agreement (NDA), Standard Contract, and Statement of Work (SOW).
  • Support contract and subcontract compliance; engage with project manager and/or business line lead to discuss compliance issues.
  • Maintain and facilitate proactive planning and contract management meetings with key internal and external stakeholders.

Qualifications being sought include:

  • Proven ability to interpret complex policies and legal language and effectively communicate with leadership, colleagues, and support staff.
  • Leadship in recommended courses of actions and options.
  • Demonstrates pro-activity and takes ownership of daily responsibilities and projects.

JOB DESCRIPTION

This position will report to the Director of Operations. The Proposal Writer will be responsible to:

  • Possess excellent communications skills and be able to think strategically.
  • Balance multiple priorities at once and support the full cycle of proposal development – from requirement analysis to final production.
  • Write all aspects of technical proposals including cover letters, executive summaries, resumes, biographies, project descriptions, and project approach.

The Active Threat Planner will assist in project management roles for our active threat preparedness programs. Hagerty Consulting, Inc. has developed an innovative approach to bringing stakeholders from across communities together to plan, train, and exercise for active threat events. It is a whole-community endeavor. This approach considers activities of the entire life-cycle of an active threat event: starting with prevention and continuing through from response to recovery.

The ideal candidate should have experience with the following:

  • Carry out all directives related to the homeland security and emergency management programs in compliance with applicable local, state, and federal laws, published policies, best practices, and established procedures in developing active threat plans and policies.

  • Considerable working knowledge of the four phases of emergency management, federal emergency management planning guidance, National Incident Management System, and incident command principles.

  • Demonstrated ability to develop, write, and review all hazards plans with a focus on active threat scenarios.

CDBG-DR Specialist

Community Development Block Grant – Disaster Recovery (CDBG-DR)

Hagerty Consulting, Inc. is a nationally recognized, comprehensive Homeland Security and Emergency Management firm. Our focus is on helping clients prepare for and recover from disasters. We are looking for experienced candidates who have expertise with HUD CDBG-DR grant management sectors, such as: Housing, Infrastructure, Economic Development, Planning and Administration, Action Plan Writing, Unmet Needs Assessments, Davis Bacon Compliance, and so forth.

Candidates must have experience with one or more of the following:

  • Expertise with CDBG-DR and Section 108 loan guarantee program design, administration, implementation, and monitoring.
  • Demonstrated track record for providing technical assistance to CDBG grantees and sub-recipients related to financial management and procurement, environmental review, rehabilitation or reconstruction of both single-family and multi-family housing, home buyout program, infrastructure projects, federal labor standards, acquisition and relocation, fair housing, and non-discrimination.
  • Experience developing grantee and sub-recipient risk assessments and compliance monitoring strategies and guidebooks.

  • Proficient in the use of the Federal Disaster Recovery Grant Reporting (DRGR) system – initiating and monitoring CDBG activities and accomplishments, and completing the DRGR’s Quarterly Performance Report.
  • Develop and maintain databases containing agency programmatic and fiscal indicators for the CDBG-DR funds.
  • Setting up and managing Intake Centers onsite in impacted areas and developing eligibility operations.
  • Experience in providing construction management services for disaster housing assistance.

EXPECTED QUALIFICATIONS:

  • Bachelors or Master’s Degree.
  • 3+ years of experience in federal grant reporting, financial analysis, budget planning and management, or a related field.

We are adding a mid-level Federal Emergency Management Agency (FEMA) Public Assistance (PA) Closeout Specialist to our team of consultants on the New York City Hurricane Sandy Recovery Project based in New York City.

JOB DESCRIPTION:

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Hurricane Sandy FEMA PA funding at grant closeout. The FEMA PA Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.  The FEMA PA Closeout Specialist will have the following job responsibilities:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

EXPECTED QUALIFICATIONS:

  • Three plus (3+) years of professional experience preferably in grant/financial management and/or closeout. Prior FEMA PA grant experience preferred but not necessary.
  • Bachelor’s Degree in Business Administration, Accounting, Economics, or related field.
  • Strong proficiency with Microsoft Word and Excel.
  • Technical skills in analysis, business accounting principles, and knowledge of construction methodologies.

Job Description

Hagerty is searching for finance and accounting professionals with knowledge and experience in public sector accounting, financial systems management, grant and loan programs, internal controls, budget formulation and execution, and/or financial reporting protocols and analyses. Hagerty is looking for candidates at all levels of experience. Candidates should be expected to have:

  • Two years of previous accounting or finance experience; governmental accounting experience preferred.
  • An undergraduate degree is required. Bachelor degree in Accounting, Finance, or Business Administration. A CPA license or registration is preferred, but not required.
  • High proficiency with Microsoft Excel.
  • Reconciling federal and state grants, cost estimates, audits and other products that support disaster response and recovery efforts.
  • Reviewing funds received from the Federal Government and funds the recipient has matched.
  • Ensuring compliance with standard accounting/procurement principles as well as with the applicable laws, rules, regulations, etc.
  • Facilitating stakeholder meetings with federal, state, and local officials to explain the closeout process and to establish performance metrics and targets.

  • Bachelors or Masters Degree (MPA, MPP preferred) and three (3) years’ experience in emergency management, homeland security, disaster resilience, information technology/cyber security, medicine and public health, and/or law enforcement
  • Experience managing projects of various sizes to include: developing a project plan, managing a team, and presenting deliverable to a client.
  • Certifications such as Master Exercise Practitioner (MEP), Project Management Professional (PMP), Certified Emergency Manager (CEM), Business Continuity Planning Professional (BCPP), and/or Department of Homeland Security or other federal entity designation of training excellence
  • Experience developing and delivering training and exercise programs, to include experience developing and/or leading Homeland Security Exercise and Evaluation Program (HSEEP) – compliant exercises.
  • Emergency management or consulting experience at the federal, state, local level of government, universities and/or private sector
  • Proven ability to conduct polished business development, provide excellent customer service, and maintain client/professional relationships/partnerships

Hazard Mitigation Planner – Preparedness Division

The candidate must be flexible to travel for extended days and/or repeated periods within the U.S.

 JOB DESCRIPTION for Hazard Mitigation Planner:

The candidate must be comfortable interacting directly with clients, including senior managers and executives. Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able deliver independently. The ideal candidate should have knowledge and/or experience with the following:

  • Experience as an emergency management professional (public or private sector)
  • Prior experience writing and/or updating the Federal Emergency Management Agency (FEMA)-approved local, multi-jurisdictional, and/or state hazard mitigation plans
  • Able to create organized and functional plans, including maps and other graphics
  • Experience using Esri or other geographic information system (GIS) software to analyze risk or vulnerability information, and produce maps and table to illustrate the analysis
  • Working knowledge of hazard mitigation-related federal programs, such as FEMA’s National Flood Insurance Program (NFIP), Hazard Mitigation Assistance (HMA), and Hazard Mitigation Grant Program (HMGP)
  • Familiarity with hazard mitigation techniques and floodplain management regulations
  • Experience researching topic areas and working on complex projects of various sizes to include presenting deliverables to a project manager or client
  • Experience generating Hazard Vulnerability Assessments and Hazard Identification and Risk Assessment (HIRA)
  • Experience using Esri or other geographic information system software to analyze risk or vulnerability information, and produce maps and tables to illustrate the analysis.

  EXPECTED QUALIFICATIONS:

  • Bachelor’s Degree from an accredited college or university
  • A high proficiency in Microsoft Office Suite products to self-produce materials
  • Outstanding written and verbal communications skills (writing sample is required – an example of a Hazard Mitigation Plan is preferred)
  • Familiarity with emergency management, homeland security, public health preparedness, or related fields
