DISASTER RECOVERY MANAGEMENT ASSOCIATE

Hagerty Consulting, Inc. is a comprehensive emergency management and disaster recovery management consulting firm that provides advisory and operations support services for public and private sector clients preparing for, responding to, and recover from disasters. Hagerty is expanding operations in California (particularly Northern California/San Francisco) and is hiring a Disaster Recovery Management Associate to provide client services supporting the financial operations of multiple federal grant funding streams on behalf of local-level clients. In addition, the Disaster Recovery Management Associate will assist in the management and expansion of a business development pipeline focusing on local and state level clients on the west coast.

JOB DESCRIPTION:

After a natural or man-made disaster, the Federal Government, through multiple agencies, supports many recovery operations by providing reimbursement or new funding for:

  • Debris removal;
  • Emergency protective measures;
  • The repair, replacement, or restoration of disaster-damaged, publicly-owned facilities (i.e., municipal buildings, water/wastewater treatment plants, flood control works, roads, and bridges).

The Disaster Recovery Management Associate will be responsible for:

  • Providing clients with policy guidance on eligible damages to claim and federal documentation requirements for grant development;
  • Assisting in the development of federal grant applications (e.g. project worksheets (PWs) to support disaster recovery projects;
  • Reviewing and providing quality control/quality assurance of all;
  • Providing technical, cost estimating, disaster recovery advisory and management services as needed;
  • Assisting in the management of a business development pipeline with a focus on local and state level clients on the west coast.

REQUIRED SKILLS:

  • Minimum of a bachelor’s degree;
  • Previous experience of at least three (3) years in the public sector or consulting for public sector clients;
  • Detail oriented and able to document/consolidate data from detailed source documentation (timesheets, equipment records, invoices, etc.);
  • Effectively communicate both internally with the client, and also with external stakeholders such as the Federal Government, the California Office of Emergency Services (Cal OES), the California Department of Transportation (CalTrans), and other state government stakeholders;
  • Effectively balance multiple high-priority assignments and actively manage resource participation in the process;
  • Demonstrated knowledge of, and proficiency in, Microsoft Office applications, such as Microsoft Word and Excel.

PREFERRED SKILLS:

  • Master’s degree, particularly with a concentration in either Finance, Accounting, Engineering, Public Administration / Policy, Business Administration, or similar field;
  • Demonstrated success in business development and management of a client services pipeline;
  • Previous disaster recovery experience at the local, state, or federal level – preferably within the past five (5) years;

Response Task Force – Hurricane Season

We are looking for Independent Contractors to join our Response Task Force to assist clients during a time of impending crisis in a surge emergency management capacity. Are you wanting to give your past-experience in Emergency Operations Center activations and knowledge in the response arena to a client whose internal staffing has been stretched during an emergency?  Then the opportunity to join the Response Task Force is one for you to consider! 

WORK DESCRIPTION

The Response Task Force Member will be part of an agile and scalable group of professionals who are willing and available to respond across the country when the need arises to support and/or supplement a Hagerty client’s internal staff.

The ideal Response Task Force Member will have a firm understanding of, and previous experience in, emergency management policies, protocols, procedures, and in planning real world/exercise environments.

This opportunity is open to candidates that desire temporary, paid independent contractor work when deployed to an impending and/or active crisis. As a part of the Response Task Force, when an incident arises you will be contacted, based on the client need and your skills. For each deployment you will be asked for your availability and commitment to participate in the emergency response. Deployment requests may begin 72+ hours pre-impact or immediately post-impact, and could continue through long-term recovery operations. Assignments may vary, but the expectation of this Response Task Force is that members will commit a minimum of two weeks deployment. A response setting may require long hours in a potentially stressful and austere environment.

Deputy Project Manager, PA Experience

JOB RESPONSIBILITIES

  • Assist the NYC Sandy Project Manager in the management and coordination of a portfolio of complex FEMA PA repair and reconstruction projects across the City of New York

Community Development Block Grant Specialist

Hagerty Consulting, Inc., a professional services firm focused on helping clients prepare for and recover from disasters, seeks an exceptional professional to serve on its Community Development Block Grant – Disaster Recovery (CDBG-DR) Team.

We are seeking demonstrated leaders in managing HUD CDBG-DR and other HUD related federal housing and economic development programs.  Specifically, we are seeking locally-based consultants in the New Orleans, Louisiana, area with solid experience in the field that have prior experience on a CDBG-DR team.

The ideal candidate should have advanced knowledge and/or experience with the following:

  • Expertise with CDBG-DR and Section 108 loan guarantee program design, administration, implementation, and monitoring.

We will be hiring the professional that is exceptionally competent in documentation, review, and reconciliation; that is an experienced Governmental Accountant desiring to become an integral part of the disaster recovery process for one of the largest natural disasters of record: Hurricane Sandy.

We are expanding our Recovery Team and welcome your interest to become a trusted financial and grant management consultant passionate about providing superior technical services to the public sector. You will join our Recovery Team in support of financial recovery and reconciliation in the aftermath of a disaster – whether natural or human-made. Immediate work available is for the New York City Hurricane Sandy Recovery Project.

As a condition of receiving federal grants through the Federal Emergency Management Agency (FEMA) and other government agencies, specific mandated standards in financial management must be adhered to, such as preparing reports for Federal Government review, tracing funds, demonstrating internal control, and validating accountability for all property and other assets. Financial and Grant Management Consultants with past experience in government accounting are needed to perform financial audits as a condition of the grantee accepting/receiving/spending funds through the federal grant-making authority.

GENERAL JOB DESCRIPTION:

  • Coordinate, review, analyze, and provide direction for grant-funded programs and summarize financial data.
  • Audit and reconcile; assist in evaluating the fiscal administration of grant programs.
  • Perform extensive reviews of financial documentation.
  • Ensure compliance with contract terms and administrative requirements.
  • Reconcile federal and state grants, cost estimates, audits, and other initiatives that support disaster recovery effort.
  • Work with audit team to identify and resolve issues discovered during audit process.
  • Consistently adhere to business and accounting principles, respect the mission for the client, while managing workloads in a fast-paced environment.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree, at a minimum, required: In business, accounting, or in public administration (with knowledge of accounting principles).
  • Demonstrated past experience in government accounting work with independent ability to interpret, compare, and analyze facts and figures quickly.
  • Proven experience through a complete financial audit cycle.
  • Extraordinary attention to minute detail.
  • Strong technical governmental accounting skills.
  • High proficiency in Microsoft Office Suite and audit software.
  • Adaptable to work on many different deliverables and maintain composure and professionalism.
  • Demonstrated ability to clearly communicate with managers, team members, client, government officials, and stakeholders and do so with diplomacy and tact.
  • Exceptional client service and communication skills to maintain outstanding Client relationship.
  • Flexibility to adapt to changing needs of Client and Project Management Team.
