PUBLIC ASSISTANCE COST ESTIMATORS

We are looking for candidates with professional experience in FEMA Public Assistance (PA) cost estimating to join its New York City (NYC) Hurricane Sandy Recovery Project. Full time and independent consultant candidates will be considered – with compensation commensurate with experience.

JOB DESCRIPTION

The Public Assistance Cost Estimator may:

  • Review scope of work narratives for repair, mitigation, and new construction projects.
  • Augment scopes of work as necessary to produce a comprehensive cost estimate including means and method of construction, code upgrades, labor laws, etc.
  • Estimate costs of the scope of work, and review documentation submitted by applicants.
  • Produce detailed cost analyses of various municipal structures including roads, bridges, schools, libraries, police and fire stations, and water treatment facilities.

DESIRED QUALIFICATIONS

College degree mandatory.

Valued experience includes:

  • 5+ years of professional experience.
  • Experience creating conceptual cost estimates.

SENIOR MANAGING ASSOCIATE – PREPAREDNESS DIVISION

Hagerty Consulting, Inc., a professional services firm focused on helping clients prepare for and recover from disasters, seeks an exceptional professional to serve as its Preparedness Division’s Senior Managing Associate.  This Senior Managing Associate position will be based in Hagerty Consulting’s Washington, D.C. office. The candidate must be flexible to travel for extended (days) and/or repeated periods within the U.S.

The candidate will report to the Director of Preparedness and will work closely with the Director of Recovery and the Director of Market Strategy and Implementation, both of whom are headquartered in the Washington, D.C. office.  This position will entail diverse duties to include project specific and business development related activities.

The ideal candidate should have advanced knowledge and/or experience with the following:

  • Experience developing various types of emergency plans (e.g. EOPs, COOPs, ERPs, etc.) and conducting threat/risk analysis

JOB DESCRIPTION:

The candidate will participate in or lead project initiatives for federal, state and/or local clients related to emergency management and homeland security.  Work may include, but is not limited to: capabilities assessments, gap analyses, emergency operations and/or contingency plans, review and improvement of plans, documents, manuals, policies, procedures, training, and exercise.

FEMA PUBLIC ASSISTANCE (PA) SPECIALISTS

As prime contractor for NYC Hurricane Sandy Recovery, we need experienced PA Specialists for Category C – G Project Worksheet (PW) review to closeout. The candidates will be posted to a Queens Borough location.  This is an active, open position that needs to be filled quickly.

JOB DESCRIPTION:

The PA Specialist will be responsible for:

  • Leading the collaborative development of: over 50 PW versions to incorporate additional damages, scope of work, and associated costs not previously identified; Hazard Mitigation Proposals; and section 428 Public Assistance Alternative Procedures (PAAP)
  • Coordinate the design teams, consultants, and Program Conformance Team in the development of repair and replacement projects for Hurricane Sandy damaged facilities

ABSOLUTE NEEDS:

JOB DESCRIPTION:

The ideal candidate should have proven ability in public sector accounting, financial systems management, grant and loan programs, internal controls, budget formulation and execution, and/or financial reporting protocols and analyses. Candidate should have previous experience working with databases. Ideal candidates should have advanced knowledge and/or experience with the following:

  • Collecting and updating existing data tables with extracts received from various, multiple data sources.
  • Analyzing data and understanding trends and relationships.

Job responsibilities will include:

  • Coordinating closely with New York City government departments/agencies, architectural and engineering (A&E) design teams, contractors, and construction managers (CMs) to review project scope and advise on conformance to funding requirements.
  • Supporting municipal authorities in managing projects through all phases of design and construction (the candidate will neither be designing nor managing the end product).

  • Conduct preliminary damage assessments (PDAs) in the field, within the United States
  • Provide technical assistance on disaster recovery related programs through FEMA, the Department of Housing and Urban Development (HUD), or other government entity
  • Use their past, seasoned experience in disaster recovery to provide consulting service to expedite recovery operations from current and future federally declared disasters and assist the applicants from those disasters in maximizing their grant opportunities
  • Gather information on the technical components of project worksheets (PWs) in areas to include: engineering, environmental, historical preservation, construction cost analysis, insurance, construction contract compliance, clearances and permits, payments on permanent work and on alternate/improved projects
  • Provide guidance on all aspects of debris management

DESIRED QUALIFICATIONS

GENERAL JOB DESCRIPTION:

  • Coordinate, review, analyze, and provide direction for grant-funded programs and summarize financial data.

JOB DESCRIPTION

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Sandy FEMA PA funding at grant closeout. The FEMA PA Program Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.

Job responsibilities will include:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

QUALIFICATIONS

The ideal Closeout Specialist candidate will have previous experience with:

  • Construction Management work on public facitilities or infrastructure – working with engineers and architects to go over plans and blueprints; determining material and labor costs; analyzing means and methods; negotitating with, and hiring of, subcontractors; and gathering permits to make sure work is up to code.
  • The FEMA PA Program – how PA grants are formulated; the various emergency and permanent work cateories with the PA Program; and, the policy and grant complexities that are typical to large scale disasters like Hurricane Sandy.

 Minimum Qualifications and Aptitude

  • Bachelor’s degree in Construction Management or a related field.
  • Experience in a constructed-related field.
  • Technical skills – knowledge of construction methodologies; reading blueprints; and understanding other technical aspects of construction.
  • Analytical skills – planning for and analyzing large-scale, multi-step projects.
  • Demonstrated ability to clearly communicate with managers, team members, clients, and stakeholders and do so with diplomacy and tact.
  • Strong proficiency with Microsoft Word and Excel.

Preferred Qualifications
