RECOVERY LEADER

Hagerty Consulting, Inc. (Hagerty) is a nationally recognized emergency management firm that helps its clients prepare for, respond to, and recover from, disasters.  We have an immediate need for Disaster Recovery Practitioners well versed in eligibility standards of the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program.

JOB DESCRIPTION:

The selected candidate will become a member of the firm’s core Recovery Leadership Team.  The candidate will assist the firm in the delivery of both forward-facing client project work as well as internal tasks to include business development, proposal writing, and policy research.  The selected candidate will have proven experience and results delivering the highest quality support to clients as well as proven strategies and experience in business development.  The Recovery Leader will:

  • Lead and support a variety of client recovery projects of all sizes within the Hagerty Team
  • Provide succinct and accurate policy support to clients and the Hagerty Team as defined in the Robert T. Stafford Act, 44 CFR, 2CFR, PAPPG, and all other applicable laws, statutes, and policies.
  • Lead and support the development of Project Worksheets (PWs) of all sizes, Categories A-G
  • Prepare PWs to include site inspections and project research, documenting eligible damage, formulating eligible scopes of work, estimating costs and identifying special considerations.
  • Support the development of Section 406 Hazard Mitigation Proposals
  • Support the development of BD operations including, BD meetings, proposal writing, RFP review and analysis, marketing materials, etc.

Candidates must be comfortable interacting directly with clients, senior managers, and executives. Must be prepared for intense, fast-paced work environment, and be experienced working in a team atmosphere, but also be able to deliver independently.

EXPECTED QUALIFICATIONS:

  • At least five years’ proven experience working on a recovery operation
  • Bachelor’s degree required if past experience is less than 15 years
  • Strong interpersonal, written, and verbal communication, leadership, and negotiation skills

HAZARD MITIGATION PROGRAM SPECIALIST

Hagerty Consulting, Inc. is looking for experienced Hazard Mitigation Program Specialists to manage and implement projects or tasks, and to provide subject matter expertise to new and ongoing programs. The candidate must be comfortable interacting directly with clients, including senior managers and executives. Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able to deliver independently. The ideal candidate would have the following qualifications:

  • In-depth knowledge of Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP); Hazard Mitigation Assistance (HMA), including Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Pre-Disaster Mitigation (PDM); and Section 406 Hazard Mitigation. Understanding of other federal programs through Housing and Urban Development (HUD), Federal Transit Administration (FTA) and US Army Corps of Engineers (USACE) mitigation programs is an asset.
  • Understanding of the full life cycle of HMA projects, and in-depth experience with one or more components of the life-cycle (Letters of Intent, application development, Requests for Information, grant/fiscal management, closeout, audit, etc.)
  • Experience working with both applicants and sub-applicants for hazard mitigation programs
  • Skill in navigating HMA issues including technical feasibility, eligibility, match strategies, and cost effectiveness.
  • Experience working with different mitigation project types including acquisitions, flood control, seismic, wildfire, and green infrastructure
  • Familiarity with hazard mitigation techniques and floodplain management regulations
  • Experience in project and grant management, particularly in the hazard mitigation space.
  • Familiarity / proficiency with FEMA Benefit Cost Analysis (BCA) Software 5.3.

EXPECTED QUALIFICATIONS:

  • Bachelor’s Degree from an accredited college or university- advanced degree or professional certification (PE, CFM, AICP, RA or related) is an asset.
  • At least five years of hazard mitigation program experience—additional experience is an asset.
  • Outstanding written and verbal communications skills (writing sample is required).

We are adding a mid-level Federal Emergency Management Agency (FEMA) Public Assistance (PA) Closeout Specialist to our team of consultants on the New York City Hurricane Sandy Recovery Project based in New York City.

JOB DESCRIPTION:

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Hurricane Sandy FEMA PA funding at grant closeout. The FEMA PA Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.  The FEMA PA Closeout Specialist will have the following job responsibilities:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

EXPECTED QUALIFICATIONS:

  • Three plus (3+) years of professional experience preferably in grant/financial management and/or closeout. Prior FEMA PA grant experience preferred but not necessary.
  • Bachelor’s Degree in Business Administration, Accounting, Economics, or related field.
  • Strong proficiency with Microsoft Word and Excel.
  • Technical skills in analysis, business accounting principles, and knowledge of construction methodologies.

Job Description

Hagerty is searching for finance and accounting professionals with knowledge and experience in public sector accounting, financial systems management, grant and loan programs, internal controls, budget formulation and execution, and/or financial reporting protocols and analyses. Hagerty is looking for candidates at all levels of experience. Candidates should be expected to have:

  • Two years of previous accounting or finance experience; governmental accounting experience preferred.
  • An undergraduate degree is required. Bachelor degree in Accounting, Finance, or Business Administration. A CPA license or registration is preferred, but not required.
  • High proficiency with Microsoft Excel.
  • Reconciling federal and state grants, cost estimates, audits and other products that support disaster response and recovery efforts.
  • Reviewing funds received from the Federal Government and funds the recipient has matched.
  • Ensuring compliance with standard accounting/procurement principles as well as with the applicable laws, rules, regulations, etc.
  • Facilitating stakeholder meetings with federal, state, and local officials to explain the closeout process and to establish performance metrics and targets.
