Available Positions

Community Development Block Grant Specialist

Hagerty Consulting, Inc., a professional services firm focused on helping clients prepare for and recover from disasters, seeks an exceptional professional to serve on its Community Development Block Grant – Disaster Recovery (CDBG-DR) Team.

We are seeking demonstrated leaders in managing HUD CDBG-DR and other HUD related federal housing and economic development programs.  Specifically, we are seeking locally-based consultants in the New Orleans, Louisiana, area with solid experience in the field that have prior experience on a CDBG-DR team.

The ideal candidate should have advanced knowledge and/or experience with the following:

  • Expertise with CDBG-DR and Section 108 loan guarantee program design, administration, implementation, and monitoring.
  • Demonstrated track record for providing technical assistance to CDBG grantees and sub-recipients related to financial management and procurement, environmental review, rehabilitation or reconstruction of both single-family and multi-family housing, infrastructure projects, federal labor standards, acquisition and relocation, fair housing, and non-discrimination.
  • Experience developing grantee and sub-recipient risk assessments and compliance monitoring strategies and guidebooks.
  • Experience conducting monitoring visits and writing monitoring reports, overseeing corrective actions, and coordinating HUD monitoring visits.
  • Experience in assessing internal controls and identifying improper payments – conduct program and budget analysis of CDBG-DR funded activities within various CDBG-DR funded agencies.
  • Proficient in the use of the Federal Disaster Recovery Grant Reporting (DRGR) system – initiating and monitoring CDBG activities and accomplishments, and completing the DRGR’s Quarterly Performance Report.
  • Develop and maintain databases containing agency programmatic and fiscal indicators for the CDBG-DR funds.

EXPECTED QUALIFICATIONS:

  • Bachelors or Master’s Degree.
  • 3+ years of experience in federal grant reporting, financial analysis, budget planning and management, or a related field.
  • Advanced fiscal knowledge and skill that encompasses budget and program analysis, monitoring, expenditures, and grant reporting.
  • Must be local or intending to be onsite in the greater New Orleans, Louisiana area.

This position may be filled by a full time, part time, or Independent Contractor staff.

FEMA PUBLIC ASSISTANCE (PA) SPECIALISTS

Hagerty Consulting, Inc., is a comprehensive Homeland Security and Emergency Management firm that helps public and private sector clients prepare for, respond to, and recover from disasters that is seeking qualified FEMA Public Assistance (PA) Specialists.

As prime contractor for NYC Hurricane Sandy Recovery, we need experienced PA Specialists for Category C – G Project Worksheet (PW) review to closeout. The candidates will be posted to a Queens Borough location.  This is an active, open position that needs to be filled quickly.

JOB DESCRIPTION:

The PA Specialist will be responsible for:

  • Leading the collaborative development of: over 50 PW versions to incorporate additional damages, scope of work, and associated costs not previously identified; Hazard Mitigation Proposals; and section 428 Public Assistance Alternative Procedures (PAAP)
  • Coordinate the design teams, consultants, and Program Conformance Team in the development of repair and replacement projects for Hurricane Sandy damaged facilities
  • Review and quality control/quality assurance of all PW versions completed by FEMA including Form 90/91, special considerations, cost estimates, etc.

ABSOLUTE NEEDS:

  • Minimum of a Bachelor’s Degree or at least 15 years’ experience in PA and/or construction management.
  • Outstanding previous work experience with the FEMA PA Program or long-term recovery.
  • Effectively balance multiple high-priority assignments and actively manage resource participation in the process.
  • Ability to take complex issues and independently link the “big picture” to tactical program components.
  • High knowledge of, and proficiency in, Microsoft Word and disaster financial management systems.

This work requires full time dedication and on-site work. Governmental Accountant

We will be hiring the professional that is exceptionally competent in documentation, review, and reconciliation; that is an experienced Governmental Accountant desiring to become an integral part of the disaster recovery process for one of the largest natural disasters of record: Hurricane Sandy.

Hagerty Consulting, Inc. (Hagerty) is a nationally recognized emergency management firm that helps its clients prepare for and recover from disasters. We are expanding our Recovery Team and welcome your interest to become a trusted financial and grant management consultant passionate about providing superior technical services to the public sector. You will join our Recovery Team in support of financial recovery and reconciliation in the aftermath of a disaster – whether natural or human-made. Immediate work available is for the New York City Hurricane Sandy Recovery Project.

As a condition of receiving federal grants through the Federal Emergency Management Agency (FEMA) and other government agencies, specific mandated standards in financial management must be adhered to, such as preparing reports for Federal Government review, tracing funds, demonstrating internal control, and validating accountability for all property and other assets. Financial and Grant Management Consultants with past experience in government accounting are needed to perform financial audits as a condition of the grantee accepting/receiving/spending funds through the federal grant-making authority.

GENERAL JOB DESCRIPTION:

  • Coordinate, review, analyze, and provide direction for grant-funded programs and summarize financial data.
  • Audit and reconcile; assist in evaluating the fiscal administration of grant programs.
  • Perform extensive reviews of financial documentation.
  • Ensure compliance with contract terms and administrative requirements.
  • Reconcile federal and state grants, cost estimates, audits, and other initiatives that support disaster recovery effort.
  • Work with audit team to identify and resolve issues discovered during audit process.
  • Consistently adhere to business and accounting principles, respect the mission for the client, while managing workloads in a fast-paced environment.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree, at a minimum, required: In business, accounting, or in public administration (with knowledge of accounting principles).
  • Demonstrated past experience in government accounting work with independent ability to interpret, compare, and analyze facts and figures quickly.
  • Proven experience through a complete financial audit cycle.
  • Extraordinary attention to minute detail.
  • Strong technical governmental accounting skills.
  • High proficiency in Microsoft Office Suite and audit software.
  • Adaptable to work on many different deliverables and maintain composure and professionalism.
  • Demonstrated ability to clearly communicate with managers, team members, client, government officials, and stakeholders and do so with diplomacy and tact.
  • Exceptional client service and communication skills to maintain outstanding Client relationship.
  • Flexibility to adapt to changing needs of Client and Project Management Team.
