Available Positions

California Response and Recovery Support

Hagerty Consulting, Inc., a nationally recognized, comprehensive homeland security and emergency management consulting firm focused on helping clients prepare for and recover from disasters has immediate needs for support in California. We are looking for consultants for deployments up to six months for a variety of positions in the Joint Field Office with applied experience in incident management, debris management, long-term community recovery, housing, and mitigation. Work locations may include Sacramento or field offices in Northern or Southern California in the areas affected by the Woolsey Fire or Camp Fire.

JOB DESCRIPTION:

Ideal candidates will have knowledge and experience in one or more of the following areas:

  • All EOC or JFO sections, including operations, planning, logistics, and finance/administration;
  • EOC or JFO safety or incident public information;
  • Management of debris operations in a JFO environment and/or support for a debris task force;
  • Local Assistance Center management and operations;
  • Housing operations, including coordination of housing task forces;
  • Long-term community recovery, including the Recovery Support Functions under the National Disaster Recovery Framework;
  • Hazard mitigation program management; and
  • Environmental planning and monitoring, with consideration for the National Environmental Policy Act, National Historic Preservation Act, and California Environmental Quality Act.

Candidates should have outstanding written and verbal communication skills with the ability to work in a collaborative environment with both Hagerty and client personnel. Candidates should be comfortable with the full suite of Microsoft products. Candidates should make note of any response and recovery experience in the State of California and/or knowledge of the Standardized Emergency Management System (SEMS).

EXPECTED QUALIFICATIONS:

  • Working knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and other federal preparedness guidance documents and policies
  • Bachelor’s Degree in in a relevant field, with a minimum of one year experience in emergency management, homeland security, and disaster recovery.
  • Ability to be calm and poised under pressure, effectively deliver multiple projects with overlapping timeframes, and remain focused when working under tight deadlines.

SENIOR MANAGING ASSOCIATE – PREPAREDNESS DIVISION

Hagerty Consulting, Inc., a professional services firm focused on helping clients prepare for and recover from disasters, seeks a Senior Managing Associate to serve in its Washington, D.C. Office.  The candidate will report to the Director of Preparedness, Kyle McPhee.  This position will be assigned diverse duties related to emergency management preparedness.

JOB DESCRIPTION:

The candidate will lead project initiatives for federal, state and/or local clients and will support the development of proposals related to emergency management and homeland security.  The Senior Managing Associate candidate should have advanced knowledge and/or experience with the following:

  • Experience developing various types of emergency plans (e.g. EOPs, COOPs, ERPs, etc.) and conducting threat/risk analysis.
  • Interpreting and applying federal preparedness guidance (e.g. FEMA Doctrine, CPG’s, policy).
  • Developing and delivering training programs (e.g. Tabletop, Functional and Full-Scale Exercises) in HSEEP compliance and have HSEEP certification.
  • Managing complex projects at the federal, state or local level to include developing a project plan, managing a team, creating and managing project budgets, and presenting deliverables.
  • Identification of services pertaining to the enhancement of sustainability and resiliency of critical infrastructure and increasing ecosystem services.
  • Conducting business development, customer service, and maintaining client/professional relationships.

This is a full-time, exempt position with benefits.  Must be eligible to work in the United States and be able to successfully complete a background and criminal history check.

EXPECTED QUALIFICATIONS:

  • Bachelor’s Degree (Master’s Degree, e.g. MPA, MPP, or MPH, preferred) and eight plus (8+) years’ experience in emergency management, homeland security, disaster and recovery resilience, information technology/cyber security, medicine and public health, and/or law enforcement.
  • Advanced understanding of disaster preparedness, response, mitigation and recovery. Experience with application of these concepts in developing various types of emergency management projects.
  • Working knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), Threat Hazard Identification Risk Assessment (THIRA), and other federal preparedness guidance documents and policies.
  • Experience managing complex projects of various sizes, to include developing a project plan, managing a team, creating and managing project budgets, and presenting deliverables.
  • Outstanding written and verbal communication skills to produce technically and programmatically sound deliverables (writing sample is pre-requisite). Must have high proficiency in Microsoft Office Suite products to self-produce materials.
  • Ability to be calm and poised under pressure and remain focused when working under tight deadlines.

PREFERRED EXPERIENCE IN ADDITION TO ABOVE:

  • Certifications such as Master Exercise Practitioner (MEP), Project Management Professional (PMP), Certified Emergency Manager (CEM), Business Continuity Planning Professional (BCPP), and Department of Homeland Security or other federal entity designation of training excellence.
  • Consulting experience at the federal, state, local level of government, universities and/or private sector.
  • Proven ability to conduct polished business development, provide excellent customer service, and maintain client/professional relationships/partnerships.

D.C. Based Emergency Management Associate – Entry Level – Preparedness Division

Construction Conformity Specialist for NYC Hurricane Sandy Recovery Project

Hagerty Consulting, Inc. is a nationally recognized, comprehensive Homeland Security and Emergency Management firm. Our focus is on helping clients prepare for and recover from disasters. We are looking for engineers, architects, design and/or construction management specialists with professional experience in building design and construction conformity and compliance to join our New York City (NYC) Hurricane Sandy Recovery Project. Assignment is specific to addressing NYC Department of Environmental Protection (DEP) and Department of Transportation (DOT) projects resulting from Hurricane Sandy damages.

JOB DESCRIPTION:

The selected candidate will assist in managing the development and implementation of federally funded recovery projects by working closely with NYC DEP or DOT, designers, and construction teams to review design and construction solicitations, scopes of work, and construction change orders for large infrastructure projects (wastewater treatment plants, environmental  facilities, etc.) Responsibilities of this position include, but are not limited to:

  • Supporting municipal authorities at all levels of project design and construction conformity and compliance.
  • Advising design and construction teams on contract document and invoice formatting for scope tracking requirements.
  • Reviewing scope of work changes (e.g. code upgrades, hazard mitigation, change orders, etc.) for federal funding eligibility.
  • Supporting the creation of eligibility justifications for scope of work revisions.
  • Reconciling completed scopes of work to the funding source scope through coordination with NYC DEP, DOT, Resident Engineers, and as-built drawings/field sketches.
  • Attending project site visits and coordination meetings.

Candidates must be comfortable interacting directly with clients, senior managers, and executives.  Must be prepared for intense, challenging work environment, and be experienced working in a team atmosphere, but also be able to deliver independently.

DESIRED QUALIFICATIONS:

Ideal candidates should have:

  • A minimum of five (5) years of proven experience in building design, project management, and/or cost estimating.
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related field. An advanced degree is preferred.
  • A strong background in public works and infrastructure projects is desired.
  • Familiarity with RS Means.
  • Experience in contract development and administration.
  • Experience with federally funded recovery projects.
  • Strong interpersonal, written, and verbal communication, leadership, and negotiation skills.
  • Strong core competencies in software applications (e.g. Microsoft Office Suite, QuickBase, and project management software).
  • Flexibility, integrity, teamwork, and an unwavering commitment to excellence.
