Cost Estimator Specialist

Hagerty Consulting, Inc., a nationally recognized, comprehensive Homeland Security and Emergency Management firm focused on helping clients prepare for and recover from disasters, is hiring! We are looking for an experienced Cost Estimator to join our New York City (NYC) Hurricane Sandy Recovery Project.

JOB SUMMARY

The Cost Estimator Specialist is a member of the Cost Estimating Team serving the NYC Hurricane Sandy Recovery Project. The work is focused on the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program. The Cost Estimator Specialist will liaise between Hagerty Consulting Teams and the client.  In addition, the position requires the Cost Estimator Specialist to:

  • Develop a proactive relationship with the client by resolution of issues and concerns in a timely manner and provide innovative solutions.
  • Review scope of work narratives for repair, mitigation, and new construction projects.
  • Augment scopes of work as necessary to produce a comprehensive cost estimate including means and method of construction, code upgrades, labor laws, etc.
  • Estimate costs of the scope of work, and review documentation submitted by applicants.
  • Produce detailed cost analyses of various municipal structures including roads, bridges, schools, libraries, police and fire stations, and water treatment facilities.

DESIRED QUALIFICATIONS

College degree mandatory.

Valued experience includes:

  • 3+ years of professional experience.
  • Experience creating conceptual cost estimates.
  • Experience creating detailed cost estimates for infrastructure construction including materials, man-hours, and equipment.
  • Previous experience using RS Means Cost Data or similar national cost data sources.
  • Experience coordinating preliminary design work as necessary for estimating.
  • Professional Engineer, Registered Architect or Licensed Professional Contractor registrations strongly preferred.
  • Ability to be a productive supporting member of a team.
  • Outstanding written and verbal communication skills.
  • Previous experience working with the FEMA PA Program and knowing the Cost Estimating Format utilized by FEMA is helpful, but other qualified candidates will be considered.
  • Candidates must be eligible to work in the United States and be local to the New York City area or be willing to relocate to New York City.

FEMA PA Program Closeout Specialist

FEMA PA PROGRAM CLOSEOUT SPECIALIST

We seek a Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program Closeout Specialist with Construction Management experience to work with our New York City (NYC) Hurricane Sandy (Sandy) Closeout Team, based in New York City.

JOB DESCRIPTION

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Sandy FEMA PA funding at grant closeout. The FEMA PA Program Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.

Job responsibilities will include:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

QUALIFICATIONS

The ideal Closeout Specialist candidate will have previous experience with:

  • Construction Management work on public facitilities or infrastructure – working with engineers and architects to go over plans and blueprints; determining material and labor costs; analyzing means and methods; negotitating with, and hiring of, subcontractors; and gathering permits to make sure work is up to code.
  • The FEMA PA Program – how PA grants are formulated; the various emergency and permanent work cateories with the PA Program; and, the policy and grant complexities that are typical to large scale disasters like Hurricane Sandy.

 Minimum Qualifications and Aptitude

  • Bachelor’s degree in Construction Management or a related field.
  • Experience in a constructed-related field.
  • Technical skills – knowledge of construction methodologies; reading blueprints; and understanding other technical aspects of construction.
  • Analytical skills – planning for and analyzing large-scale, multi-step projects.
  • Demonstrated ability to clearly communicate with managers, team members, clients, and stakeholders and do so with diplomacy and tact.
  • Strong proficiency with Microsoft Word and Excel.
  • Detail-oriented by nature.

Preferred Qualifications

  • Overall understanding of the FEMA PA grant life cycle and the activities conducted by Subgrantee, Grantee, and FEMA PA staff from grant initiation through grant closeout.
  • Experience preparing PA grants for emergency and permanent work projects, performing Quality Assurance/Quality Control evaluations of completed Project Worksheets, and conducting scope of work and costs reconciliations of projects funded by PA grants.
  • Knowledge of PA scope of work and costs requirements for grant closeout and the types of documentation that best demonstrates project compliance with those requirements.
  • Familiarity with FEMA in-kind, improved and alternate projects.

FEMA PUBLIC ASSISTANCE (PA) SPECIALISTS

Hagerty Consulting, Inc., is a comprehensive Homeland Security and Emergency Management firm that helps public and private sector clients prepare for, respond to, and recover from disasters that is seeking qualified FEMA Public Assistance (PA) Specialists.

As prime contractor for NYC Hurricane Sandy Recovery, we need experienced PA Specialists for Category C – G Project Worksheet (PW) review to closeout. The candidates will be posted to a Queens Borough location.  This is an active, open position that needs to be filled quickly.

JOB DESCRIPTION:

The PA Specialist will be responsible for:

  • Leading the collaborative development of: over 50 PW versions to incorporate additional damages, scope of work, and associated costs not previously identified; Hazard Mitigation Proposals; and section 428 Public Assistance Alternative Procedures (PAAP)
  • Coordinate the design teams, consultants, and Program Conformance Team in the development of repair and replacement projects for Hurricane Sandy damaged facilities
  • Review and quality control/quality assurance of all PW versions completed by FEMA including Form 90/91, special considerations, cost estimates, etc.

ABSOLUTE NEEDS:

  • Minimum of a Bachelor’s Degree or at least 15 years’ experience in PA and/or construction management.
  • Outstanding previous work experience with the FEMA PA Program or long-term recovery.
  • Effectively balance multiple high-priority assignments and actively manage resource participation in the process.
  • Ability to take complex issues and independently link the “big picture” to tactical program components.
  • High knowledge of, and proficiency in, Microsoft Word and disaster financial management systems.

Disaster Recovery Engineering and Architecture Specialist

JOB DESCRIPTION

Hagerty Consulting is looking for professionals that have a minimum of three (3) years of proven experience in building design knowledge, project management, and/or cost estimating gained through work as an architect, engineer, and/or construction manager. These kinds of skills will help us support our long-term recovery contract in New York City from the devastation of Hurricane Sandy.  Furthermore, experience in large-scale public work and/or infrastructure projects is preferred.

Job responsibilities will include:

  • Coordinating closely with New York City government departments/agencies, architectural and engineering (A&E) design teams, contractors, and construction managers (CMs) to review project scope and advise on conformance to funding requirements.
  • Supporting municipal authorities in managing projects through all phases of design and construction (the candidate will neither be designing nor managing the end product).
  • Reviewing the development and formatting of construction documents for conformance to local, state, and federal funding requirements.
  • Reviewing scope of work (SOW) changes (e.g. code upgrades, hazard mitigation, change orders).
  • Supporting the development of SOW revisions and quantification at milestone intervals.
  • Attending project site visits and coordination meetings.
  • Communicating effectively as a management consultant professional with design teams internal and external to New York City government.
  • Interacting directly with clients, senior managers, and executives with ease and professionalism.

 QUALIFICATIONS

  •  Bachelor’s degree in Architecture, Engineering, or Construction Management, or a related field. An advanced degree is preferred.
  • Experience in project management.
  • Experience in design and construction document preparation and construction administration.
  • Experience with federally-funded recovery projects.
  • Strong interpersonal, written, and verbal communication.
  • Ability to navigate times of intense, challenging circumstances.
  • Flexibility in working in a team atmosphere and concurrently being able to deliver independently.
  • Strong core competencies in software applications such as the Microsoft Office Suite and commerical project management software.
  • Familiarity with RS Means and/or reviewing cost estimates.
  • Detail-oriented by nature.

GENERAL JOB DESCRIPTION:

  • Coordinate, review, analyze, and provide direction for grant-funded programs and summarize financial data.
  • Audit and reconcile; assist in evaluating the fiscal administration of grant programs.
