Active Threat Project Planner

Hagerty Consulting, Inc., a nationally recognized, comprehensive Homeland Security and Emergency Management firm focused on helping clients prepare for and recover from disasters. We are looking to find individuals who have experience in active threat preparedness activities in addition to other emergency management preparedness experience. The candidate must be flexible to travel for extended days and/or repeated periods within the U.S.

JOB DESCRIPTION

 The ideal candidate should have knowledge and/or experience with the following:

  • Preference for degrees in Emergency Management, Disaster Management, Threat Assessment and Response Management, or Homeland Security
  • HSEEP certification required
  • Knowledge in law enforcement, fire/EMS, on-scene security, or fusion center
  • Experience as an emergency management professional (public or private sector)
  • At least two years of project management experience
  • Past performance documentation of developing, writing, and reviewing all-hazards plans with a focus on active threat scenarios
  • FEMA’s Professional Development Series preferred.
  • Active threat training including but not limited to ALICE; ALERRT; or FLET-C preferred
  • Familiarity with emergency management, homeland security, active threat preparedness activities, or related field

The consultant must be comfortable interacting directly with clients, including senior managers and executives. Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able to deliver independently.

DESIRED QUALIFICATIONS

  • Outstanding written and verbal communication skills (writing sample is required; example of active threat thought piece or exercise situation manual sample is preferred)
  • Ability to be calm and poised under pressure, effectively deliver multiple projects with overlapping timeframes, and remain focused when working under tight deadlines
  • Attention to detail and ability to produce technically and programmatically sound deliverables with little oversight
  • A high proficiency in Microsoft Office Suite products to self-produce materials
  • Capability to be a productive supporting member of a team and to facilitate wide range of groups from community stakeholders to publicly elected officials; from local, state, or federal workers to private sector collaborators

Engineering, Architecture, Design, and Construction Management Specialists

Hagerty Consulting, Inc. is a nationally recognized, comprehensive Homeland Security and Emergency Management firm. Our focus is on helping clients prepare for and recover from disasters. We are looking for engineers, architects, design and/or construction management specialists with professional experience in building design and construction conformity and compliance to join our New York City (NYC) Hurricane Sandy Recovery Project.

JOB DESCRIPTION:

The selected candidate will assist in managing the development and implementation of federally funded recovery projects by working closely with NYC Agencies, designers, and construction teams to review design and construction solicitations, scopes of work, and construction change orders for large infrastructure projects (roads, wastewater treatment plants, etc.) Responsibilities of this position include, but are not limited to:

  • Supporting municipal authorities at all levels of project design and construction conformity and compliance.
  • Advising design and construction teams on contract document and invoice formatting for scope tracking requirements.
  • Reviewing scope of work changes (e.g. code upgrades, hazard mitigation, change orders, etc.) for federal funding eligibility.
  • Supporting the creation of eligibility justifications for scope of work revisions.
  • Reconciling completed scopes of work to the funding source scope through coordination with NYC Agencies, Resident Engineers, and as-built drawings/field sketches.
  • Attending project site visits and coordination meetings.

Candidates must be comfortable interacting directly with clients, senior managers, and executives.  Must be prepared for intense, challenging work environment, and be experienced working in a team atmosphere, but also be able to deliver independently.

DESIRED QUALIFICATIONS:

Ideal candidates should have:

  • A minimum of five (5) years of proven experience in building design, project management, and/or cost estimating.
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related field. An advanced degree is preferred.
  • A strong background in public works and infrastructure projects is desired.
  • Familiarity with RS Means.
  • Experience in contract development and administration.
  • Experience with federally funded recovery projects.
  • Strong interpersonal, written, and verbal communication, leadership, and negotiation skills.
  • Strong core competencies in software applications (e.g. Microsoft Office Suite, QuickBase, and project management software).

MANAGING ASSOCIATE – PREPAREDNESS DIVISION

Hagerty Consulting, Inc., a professional services firm focused on helping clients prepare for and recover from disasters, seeks an exceptional professional to serve as its Preparedness Division’s Managing Associate.  This Managing Associate position will be based in Hagerty Consulting’s Washington, D.C. office.   • Conducting threat and vulnerability assessments
  • Developing various types of emergency plans (e.g. EOPs, COOPs, recovery plans)

JOB DESCRIPTION:

The candidate will participate in or lead project initiatives for federal, state and/or local clients related to emergency management and homeland security.  Work may include, but is not limited to: capability assessments; gap analyses; development of emergency operations and/or contingency plans; review and improvement of plans, documents, manuals, policies, procedures; and development of training and exercises.

While diverse backgrounds will be considered, the candidate should have a working knowledge of disaster preparedness, response, and/or recovery programs, preferably at the federal level.

The candidate should expect limited supervision and must be comfortable working with or managing teams, and interacting directly with staff, clients, and teaming partners.

 EXPECTED QUALIFICATIONS:

  • Bachelors or Masters Degree (MPA, MPP preferred) and three (3) years’ experience in emergency management, homeland security, disaster resilience, information technology/cyber security, medicine and public health, and/or law enforcement
  • Experience managing projects of various sizes to include: developing a project plan, managing a team, and presenting deliverable to a client.
  • Certifications such as Master Exercise Practitioner (MEP), Project Management Professional (PMP), Certified Emergency Manager (CEM), Business Continuity Planning Professional (BCPP), and/or Department of Homeland Security or other federal entity designation of training excellence
  • Experience developing and delivering training and exercise programs, to include experience developing and/or leading Homeland Security Exercise and Evaluation Program (HSEEP) – compliant exercises.
  • Emergency management or consulting experience at the federal, state, local level of government, universities and/or private sector
  • Proven ability to conduct polished business development, provide excellent customer service, and maintain client/professional relationships/partnerships

Accounting Closeout Analyst
