  • Develop detailed Damage Descriptions, Scopes of Work, Cost Estimates and other products essential to the formulation of disaster recovery grants.

Emergency Management Associate – Entry Level

JOB DESCRIPTION:

The ideal candidate should have knowledge and/or experience with the following:

  • Attention to detail and ability to produce technically and programmatically sound deliverables with little oversight.
  • Outstanding written and verbal communication skills (writing sample is required).
  • A high proficiency in Microsoft Office Suite products to self-produce materials.

  • Understanding of the Homeland Security Exercise and Evaluation Program (HSEEP); certification in HSEEP preferred.
  • Working knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and other federal preparedness guidance documents and policies.
  • Experience researching topic areas, and working on complex projects of various sizes, to include presenting deliverables to a project manager or client.

DISASTER RECOVERY MANAGEMENT ASSOCIATE

After a natural or man-made disaster, the Federal Government, through multiple agencies, supports many recovery operations by providing reimbursement or new funding for:

  • Detail oriented and able to document/consolidate data from detailed source documentation (timesheets, equipment records, invoices, etc.);

WORK DESCRIPTION

Deployment requests may begin 72+ hours pre-impact or immediately post-impact, and could continue through long-term recovery operations. Assignments may vary, but the expectation of this Response Task Force is that members will commit a minimum of two weeks deployment. JOB DESCRIPTION:

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Hurricane Sandy FEMA PA funding at grant closeout. The FEMA PA Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.  The FEMA PA Closeout Specialist will have the following job responsibilities:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.

The PA Specialist will be responsible for:

  • Leading the collaborative development of: over 50 PW versions to incorporate additional damages, scope of work, and associated costs not previously identified; Hazard Mitigation Proposals; and section 428 Public Assistance Alternative Procedures (PAAP)
  • Coordinate the design teams, consultants, and Program Conformance Team in the development of repair and replacement projects for Hurricane Sandy damaged facilities
  • Review and quality control/quality assurance of all PW versions completed by FEMA including Form 90/91, special considerations, cost estimates, etc.

ABSOLUTE NEEDS:

  • Minimum of a Bachelor’s Degree or at least 15 years’ experience in PA and/or construction management.
