We seek a Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program Closeout Specialist with Construction Management experience to work with our New York City (NYC) Hurricane Sandy (Sandy) Closeout Team, based in New York City.

JOB DESCRIPTION

The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Sandy FEMA PA funding at grant closeout. The FEMA PA Program Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare for final review and cost reconciliation of their grants at closeout.

Job responsibilities will include:

  • Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
  • Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly line up with the completed approved grant SOW.
  • Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
  • Helping Hagerty team members and NYC agencies monitor process that assures federal post-award grant compliance requirements are being met by NYC agencies on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

QUALIFICATIONS

The ideal Closeout Specialist candidate will have previous experience with:

  • Construction Management work on public facitilities or infrastructure – working with engineers and architects to go over plans and blueprints; determining material and labor costs; analyzing means and methods; negotitating with, and hiring of, subcontractors; and gathering permits to make sure work is up to code.
  • The FEMA PA Program – how PA grants are formulated; the various emergency and permanent work cateories with the PA Program; and, the policy and grant complexities that are typical to large scale disasters like Hurricane Sandy.

 Minimum Qualifications and Aptitude

  • Bachelor’s degree in Construction Management or a related field.
  • Experience in a constructed-related field.
  • Technical skills – knowledge of construction methodologies; reading blueprints; and understanding other technical aspects of construction.
  • Analytical skills – planning for and analyzing large-scale, multi-step projects.
  • Demonstrated ability to clearly communicate with managers, team members, clients, and stakeholders and do so with diplomacy and tact.
  • Strong proficiency with Microsoft Word and Excel.
  • Detail-oriented by nature.

Preferred Qualifications

  • Overall understanding of the FEMA PA grant life cycle and the activities conducted by Subgrantee, Grantee, and FEMA PA staff from grant initiation through grant closeout.
  • Experience preparing PA grants for emergency and permanent work projects, performing Quality Assurance/Quality Control evaluations of completed Project Worksheets, and conducting scope of work and costs reconciliations of projects funded by PA grants.
  • Knowledge of PA scope of work and costs requirements for grant closeout and the types of documentation that best demonstrates project compliance with those requirements.
  • Familiarity with FEMA in-kind, improved and alternate projects.

The Emergency Management Planner will join our Preparedness Team to meet our expanding network of public sector clients and collaborate on project work across the United States.

The ideal candidate should have advanced knowledge of and/or experience with the following:

  • Expertise with CDBG-DR, CDBG State or Entitlement, Small Cities, and Section 108 loan guarantee program design, administration, implementation, and monitoring.
  • At least eight (8) years combined work experience with a public sector agency, nonprofit, and/or consulting firm.

JOB DESCRIPTION

The Data Intelligence Manager serves a key role managing the data intelligence for multi-billion dollar programs recovering from Hurricane Sandy. The specialist is at the intersection of all Program Management Office (PMO) disciplines with exposure to all levels of staff and areas of expertise – including construction operations, procurement, funding, grant application/administration, and community outreach.

The position will interact with public sector accounting, financial management, financial systems management, grant and loan programs, internal controls, budget formulation and execution, and/or financial reporting protocols and analyses.

Candidate should have a firm understanding and previous experience in the use, integration, and manipulation of relational databases. The candidate will be expected to:

  • Develop methodologies to accurately account for eligible disaster-related costs and streamline delivery of disaster funds and services.
  • Create relational database tables using Intuit’s QuickBase®, an existing open-source system currently in use on the project.
  • Reconcile federal and state grants, cost estimates, audits and other products that support disaster recovery efforts.
  • Write and maintain protocol deliverables to document the process.
  • Increase QuickBase® use and accessibility through training, fostering a supportive user environment, and developing the system with effective user-interface for an office of professionals with varying database skillsets.
  • Perform data management process assessments, data quality control reviews, data analysis, querying/manipulating data to identify trends, and data quality anomalies, and documenting findings.
  • Distill and prepare reporting for all levels of leadership, and provide guidance and support to two analyst direct reports.

DESIRED QUALIFICATIONS

  • Bachelor degree in accounting, finance, or other related discipline –masters preferred.
  • Bachelor degree, certifications, or related coursework in computer science or database management highly preferred.
  • 5+ years of data management and/or data architecture experience –preferably in the public funding and grant management arena.
  • A minimum of 1-2 years of experience with technical data manipulation tools such as Access or SQL.
  • Experience with setting up data management processes including data governance, data quality, and data integration.

The HMGP Compliance Specialist will collaborate with the client and other team members to help monitor and implement FEMA awarded HMGP projects for New York City agencies as part of the Hurricane Sandy Recovery.
