
9/11 Expedited Public Assistance Closeout
Project Overview
The Federal Emergency Management Agency (FEMA) sought expert assistance in reengineering its Public Assistance (PA) closeout process. The goal was to efficiently certify the completion of approximately $5 billion in PA grants within a strict six-month timeline. Additionally, FEMA aimed to obligate an extra $2.4 billion in 9/11-related expenses, ensuring all relevant costs were properly addressed and accounted for in a timely manner.
Understanding the Mission
Under its contract with Fluor and IBM, Hagerty was assigned this task by the Federal Disaster Recovery Officer (FDRO). Ultimately, the FDRO was appointed by the President to oversee New York’s recovery following the Consolidated Appropriations Resolution of 2003 (Public Law 108-7). This law directed FEMA to reimburse the City and State for 9/11-related costs that were previously ineligible under the Stafford Act.

Achieving Results
Hagerty’s efforts resulted in the successful closure of the $7.4 billion PA program. The team completed efforts by the critical deadline of September 11, 2003—exactly two years after the 9/11 attacks. The team finalized the program on time, fully adhering to FEMA’s stringent requirements. Hagerty accomplished this without any adverse findings from FEMA’s Office of Inspector General (OIG). This outcome highlighted the team’s thoroughness, dedication, and unwavering commitment to the process.”
