Each September, the Council of State Community Development Agencies (COSCDA) hosts its Annual Training Conference, convening state administrators for training, peer exchange, and direct engagement with federal partners. This year’s event will be hosted by the Illinois Department of Commerce and Economic Opportunity in Springfield, Illinois, from September 15 to 17, 2025.
The conference is open to state administrators of Department of Housing and Urban Development (HUD) programs in community and economic development, housing, homelessness, and disaster recovery. Attendees will benefit from:
- Comprehensive training from HUD Headquarters staff on critical program issues.
- Peer learning through start grantee presentations, roundtables, and best practice discussions.
- Legislative and regulatory insights from political and budget experts.
- Opportunities to share experiences and strengthen program implementation alongside HUD personnel.

Stan Gimont is Hagerty’s Senior Advisor for Community Recovery with over three decades of experience in housing, community development, and disaster recovery. Before joining Hagerty, Stan served 32 years at HUD, including as Deputy Assistant Secretary for Grant Programs and Director of the Office of Block Grant Assistance. In these roles, he provided management direction and oversight for programs such as CDBG, HOME, and the National Housing Trust Fund. Throughout this period, his leadership helped secure over $100 billion in funding to support communities nationwide, including providing critical recovery support after Hurricanes Harvey, Irma, and Maria. Additionally, Stan directed the implementation of the Neighborhood Stabilization Program (NSP) and HUD’s National Disaster Resilience Competition (NDRC). At Hagerty, Stan provides strategic guidance on HUD programs, housing policy, and community recovery.
