NACCED Legislative Conference

The National Association for County Community and Economic Development (NACCED) is hosting its 2026 Legislative Conference from February 19 to 22 in Washington, DC. This annual event gives members the opportunity to advocate for top legislative and regulatory priorities. The conference also serves to reinforce NACCED’s partnership with the National Association of Counties (NACo) and engage with its leadership.

Attendees will engage with national leaders and peers on the federal issues shaping community and economic development at the county level. The conference program is designed to support informed advocacy, foster collaboration across jurisdictions, and provide timely insights into the evolving policy environment affecting local communities. Ultimately, this event helps equip county officials with the perspective and relationships needed to effectively represent their communities at the federal level.

Hagerty is proud to attend and participate in the 2026 NACCED Legislative Conference. On Friday, February 20, Hagerty’s Senior Advisor for Community Recovery, Stan Gimont, and Deputy Director of Recovery, John Hageman, will present on “Disaster Recovery at the Local Level: What Counties Need to Know.” This session will provide attendees with a comprehensive overview of the evolving disaster recovery landscape, including lessons learned from recent disasters and the coordination among local, state, and federal partners.

About Our Team 

Stan Gimont is the Senior Advisor for Community Recovery at Hagerty Consulting and a former senior official at the United States (US) Department of Housing and Urban Development (HUD). During his 32-year tenure at HUD, he oversaw key programs and led long-term recovery efforts for major disasters, including hurricanes Harvey, Irma, and Maria. He also directed the implementation of the Neighborhood Stabilization Program (NSP) and HUD’s National Disaster Resilience Competition (NDRC). At Hagerty, Stan provides strategic guidance on HUD programs, housing policy, and community recovery. 

John Hageman is Hagerty’s Deputy Director of Recovery with over a decade of experience in strategy, finance, and management across the public and private sectors. He has held executive roles during the two largest municipal financial crises in US history, helping public sector entities implement financial and operational reforms. At Hagerty, John leads business strategy, development, and client delivery for the Federal Funds Management practice. Previously, he served as Chief of Staff for the City of Detroit’s Office of the Chief Financial Officer (OCFO), leading the city’s post-bankruptcy recovery. John also advised Puerto Rico’s Financial Oversight and Management Board (FOMB) to strengthen financial management.
