NACo Legislative Conference

Each year, the National Association of Counties (NACo) brings together nearly 2,000 elected and appointed county officials from across the country for its Legislative Conference. This premier event offers attendees the opportunity to engage in timely, high-impact policy discussions and connect with executive branch officials, members of Congress, and their staff.

The 2026 NACo Legislative Conference will take place from February 21 to 24 in Washington, DC, uniting leaders to address the federal policy issues that matter most to county governments.  

Connect with Hagerty 

Hagerty is proud to participate in the 2026 NACo Legislative Conference alongside county leaders and partners working to address the nation’s most pressing challenges. Drawing on decades of leadership experience across the public and private sectors, Hagerty’s Senior Advisor for Community Recovery, Stan Gimont, Manager, Claire Doyle, and Senior Managing Associate, Aymar Mariño-Maza, will lead a disaster training session on February 20, from 1:00 to 5:00 PM Eastern Time (ET). This interactive session will provide attendees with invaluable insights into the steps local officials should take before, during, and after disasters—with all attendees receiving a certification for completing this course. Additionally, Hagerty’s Director of Communications, Jessi Widhalm, and Deputy Director of Recovery, John Hageman, will be in attendance.

About Our Team 

Stan Gimont is the Senior Advisor for Community Recovery at Hagerty Consulting and a former senior official at the United States (US) Department of Housing and Urban Development (HUD). During his 32-year tenure at HUD, he oversaw key programs and led long-term recovery efforts for major disasters, including hurricanes Harvey, Irma, and Maria. He also directed the implementation of the Neighborhood Stabilization Program (NSP) and HUD’s National Disaster Resilience Competition (NDRC). At Hagerty, Stan provides strategic guidance on HUD programs, housing policy, and community recovery. 

Claire Doyle is an emergency management professional with over 11 years of experience providing homeland security and emergency management support to federal, state, local, academic, and private-sector stakeholders. Claire currently manages Hagerty’s Homeland Security Portfolio, which includes projects related to the firm’s Active Threat Management and Transportation Sectors. Prior to joining Hagerty, she served as a program and project lead for a variety of public and private sector projects, leading the planning, design, execution, and evaluation of emergency management and homeland security-focused planning, training, and exercise efforts.

Aymar Mariño-Maza is a Senior Managing Associate with extensive experience in international urban development and disaster recovery. She has contributed to numerous long-term recovery initiatives, specializing in housing, planning, and resilience strategies. Before joining Hagerty, Aymar worked with the World Bank and Inter-American Development Bank on climate mitigation, relocation efforts, and housing resilience programs. With over six years of multidisciplinary experience in architectural design and urban planning, she brings expertise in disaster risk management and climate action across 15 countries.

Jessi Widhalm is the Director of Communications at Hagerty, bringing over a decade of experience in strategic communications and external affairs. Previously, she served as Director of External Affairs for FEMA, acting as the agency’s senior spokesperson and principal liaison to Congress and state, local, tribal, and territorial (SLTT) leaders. Before her executive branch service, Jessi spent nearly seven years on Capitol Hill in various leadership positions serving Congressman Michael T. McCaul (TX), then Chairman of the House Committee on Homeland Security.

John Hageman is Hagerty’s Deputy Director of Recovery with over a decade of experience in strategy, finance, and management across the public and private sectors. He has held executive roles during the two largest municipal financial crises in US history, helping public sector entities implement financial and operational reforms. At Hagerty, John leads business strategy, development, and client delivery for the Federal Funds Management practice. Previously, he served as Chief of Staff for the City of Detroit’s Office of the Chief Financial Officer (OCFO), leading the city’s post-bankruptcy recovery. John also advised Puerto Rico’s Financial Oversight and Management Board (FOMB) to strengthen financial management.
