The National Homeland Security Conference (NHSC) is a premier gathering for homeland security and emergency management professionals nationwide. Offering high-level briefings and interactive sessions on the latest trends and best practices, NHSC fosters collaboration across all disciplines and levels of government. Breakout sessions will prompt timely discussions on topics ranging from community resilience to election security.
This year marks the 18th annual conference, and it will be the first time the event is held in Washington, DC. The NHSC will take place at the Walter E. Washington Convention Center from August 25 to 28, 2025.

Hagerty’s Francisco Sánchez Jr., Brian Baker, and Claire Doyle are proud to join this year’s conference. Francisco will co-present on community preparedness and resilience with Michelle Carnahan, Director of Research and Development for the Harris County Public Library System. Their session, titled “Crisis in Context: Building Resilience and Measuring Impact Using Data Visualizations,” will take place on Tuesday, August 26.

Francisco Sánchez Jr. is a nationally recognized expert in emergency management and economic development, with over 20 years of experience in response and recovery. He most recently served as Associate Administrator of the United States (US) Small Business Administration’s (SBA) Office of Disaster Recovery and Resilience (ODR&R). There, he led major reforms and recovery efforts for some of the nation’s most significant disasters. Francisco now serves as Hagerty’s Senior Advisor for Economic Development.
Brian Baker is an expert in homeland security, emergency preparedness, disaster response, and recovery with nearly two decades of public service leadership. He previously served as Executive Deputy Director and Interim Director of the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA). Now Vice President at Hagerty, Brian plays a key role in business development while advising and speaking widely within the emergency management community.
Claire Doyle is an experienced project management professional with over 10 years of demonstrated expertise in homeland security, emergency management, and business resilience. She currently serves as the Homeland Security Sector Lead in Hagerty’s Preparedness Division, overseeing the Security and Threat Management and Transportation sectors. Claire’s expertise encompasses planning, training, exercise, and evaluation services, helping clients strengthen their preparedness capabilities.
