Mr. Kyle McPhee oversees Hagerty’s Preparedness Division, which includes pre-disaster services such as planning, training, exercise, program management, and assessment. Since 2009, he has helped grow the Division to include nearly 100 full-time professionals supporting hundreds of clients nationwide. During this time, he has helped solve complex emergency management and community resilience challenges across a broad spectrum of technical areas for all levels of government and private industry. Additionally, his leadership experience has extended to Hagerty’s emergency response missions and internal training activities.
Kyle has been integral to developing several high-profile emergency plans, including evacuation plans and frameworks for local and national government agencies, including the Federal Emergency Management Agency (FEMA). Specifically, he assisted the FEMA National Integration Center (NIC) technical assistance team to promote the use of lessons learned and industry best practices to revise standard procedures surrounding evacuation concepts.
With his unique expertise, Kyle has supported guiding strategy and capability development for national transportation and energy providers, international non-governmental organizations (NGOs), and Fortune 500 companies. Additionally, he has led Homeland Security Exercise and Evaluation Program (HSEEP)-based tabletop exercises (TTX), functional exercises (FE), and full-scale exercises (FSE), and after-action reports (AARs) for a variety of organizations.
Kyle was also instrumental in the development of national-level documents, including guidance on how to facilitate planning within, and among, the four FEMA regional offices involved (FEMA Regions IV, V, VI, and VII). Following this, he deployed to the FEMA Region VII office to assist in the development of the joint state/federal operations plan and was given a Distinguished Service Award by the FEMA Region VII Regional Administrator.
