This year’s conference, themed “Extraordinary Lessons Below Sea Level: 20 Years of Innovation,” will feature an insightful program with thought leaders, skill-building workshops, and interactive sessions exploring the latest developments in flood mapping, mitigation, modeling, and more.

Tonya Shannon is an emergency management professional with 15 years of local, state, federal, private sector, and non-profit experience. As a Deputy Director at Hagerty, she currently oversees disaster recovery projects across the southeastern United States (US), including efforts related to COVID-19 and multiple natural disasters. Previously, Tanya worked for the Federal Emergency Management Agency (FEMA), where she played a key role in establishing Public Assistance (PA) operations for 116 federally declared disasters, managing a nationwide training team.
Madeline Tormey is a Senior Recovery Manager with over nine years of project management experience in the government and public sector space. As an emergency management professional, she brings expertise in grants management, policy analysis, and financial reporting to provide support across a range of critical federal funding streams. Madeline holds an Executive Master of Business Administration (MBA) from the University of Maryland (UMD) and a dual bachelor’s degree in Political Science and Public Affairs from Syracuse University (SU).
