NACE Annual Conference

From April 12 to 15, the National Association of County Engineers (NACE) will host its Annual Conference—the largest event of the year for county infrastructure professionals. Hosted in Arlington, Texas, this premier event convenes transportation experts and county officials from across the country to exchange knowledge, build relationships, and strengthen disaster resilience.

Attendees can look forward to:

We are proud to participate in this year’s conference and contribute to these strategic discussions on infrastructure and resilience. On April 15, Hagerty’s Preparedness and Recovery professionals—Tanya Shannon, Claire Doyle, and Aymar Mariño-Maza—will lead the session: “Disaster Cost Recovery: Pre- and Post-Disaster Planning for County Engineers.”

This session will feature a tabletop exercise designed to help participants identify key preparedness actions, prioritize immediate post-disaster needs, and understand the role of mutual aid agreements. Our Deputy Director of Recovery, Tracey Phillips, will also be in attendance to support team Hagerty.

About Our Team

Claire Doyle is an emergency management professional with over 11 years of experience supporting federal, state, local, academic, and private sector stakeholders. She currently manages Hagerty’s homeland security portfolio, which includes projects focused on increasing preparedness across the active-threat management and transportation sectors. Prior to joining Hagerty, Claire led a range of public and private sector initiatives, overseeing the planning, design, execution, and evaluation of emergency management and homeland security programs, trainings, and exercises.

Aymar Mariño-Maza is a Senior Managing Associate with extensive experience in international urban development and disaster recovery. She has contributed to numerous long-term recovery initiatives, specializing in housing, planning, and resilience strategies. Before joining Hagerty, Aymar worked with the World Bank and Inter-American Development Bank on climate mitigation, relocation, and housing resilience programs. She brings multidisciplinary expertise in architectural design, urban planning, and disaster risk management across 15 countries.

Tracey Phillips is a senior disaster recovery and emergency management leader with over 20 years of experience across federal and private sectors. She previously served as the director of Hurricane Harvey long-term recovery at the Texas Recovery Office, where she oversaw major disaster operations, including financial, performance, and acquisition management. Before joining Hagerty, Tracey served as a senior advisor to the Federal Emergency Management Agency’s (FEMA’s) Deputy Administrator. 

Tanya Shannon is an emergency management professional with 15 years of local, state, federal, private, and nonprofit experience. As a Deputy Director at Hagerty, she oversees disaster recovery projects across the southeastern United States (US), supporting jurisdictions recovering from natural disasters and other large-scale incidents. Previously, she worked for FEMA, where she helped establish Public Assistance (PA) operations for more than 100 federally declared disasters and managed a nationwide training team.
