MDEM’s Partnering for the New Normal: A State-Led Disaster Forum

Partnering for the New Normal: A State-Led Disaster Forum brings together emergency management professionals, government agencies, nonprofit organizations, and private sector partners to explore the evolving future of disaster preparedness, response, and recovery. Hosted by the Maryland Department of Emergency Management’s (MDEM) Whole Community Integration (WCI) Branch, the forum will take place on June 2, 2026, and focus on strengthening partnerships and resilience through collaboration and innovation.

As disaster policy and recovery frameworks continue to evolve, this forum offers practical insights, expert-led discussions, and interactive conversations designed to help communities adapt and enhance preparedness efforts. Sessions will cover timely topics including artificial intelligence (AI) in emergency management, supply chain disruptions, long-term recovery, economic resilience, and cross-sector coordination.

Attendees will also have opportunities to participate in hands-on learning experiences, connect with state and federal partners, explore frontline technologies and resources, and engage with exhibitors and organizations supporting disaster resilience efforts across Maryland.

About Our Team

Madeline Tormey, Deputy Director of Recovery, is an emergency management professional with more than a decade of experience advising local governments and healthcare systems through complex disaster response and recovery efforts. Since beginning her recovery work following Hurricane Sandy, she has supported major disasters, including Hurricanes Michael, Ian, Debby, Milton, and Helene, as well as the COVID-19 pandemic. Madeline brings extensive expertise across FEMA, HUD, CARES Act, and ARPA recovery programs and has helped clients manage more than $5 billion in federal grant funding. Prior to joining Hagerty, she worked at Ernst & Young (EY), supporting federal, state, and local government clients. She earned her Executive MBA from the University of Maryland and her undergraduate degree from Syracuse University.
