About Our Team
Brian Baker is an expert in homeland security, emergency preparedness, disaster response, and recovery with nearly two decades of public service leadership. Prior to Hagerty, he served as Executive Deputy Director and Interim Director of the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA). Brian also held prior leadership roles, including Homeland Security Advisor, State Administrative Officer for grants and federal funding, and State Coordinating Officer for the District. Now Vice President at Hagerty, Brian plays a key role in business development while advising and speaking widely within the emergency management community.
Carla Decina is Hagerty’s Deputy Director of Preparedness with over a decade of experience supporting state and local governments as they prepare for, respond to, and recover from disasters. At Hagerty, Carla plays a key leadership role, managing the firm’s work with several clients across the State of California. With a focus on project management, program development, recovery planning, and capacity building, her diverse background and skill set allows her to support a wide-range of disaster operations, spanning wildfire disaster recovery coordination, Novel Coronavirus (COVID-19) response, and Federal Emergency Management Agency (FEMA) Public Assistance (PA)/cost recovery.
