
9/11 Public Assistance Support
Project Overview
After the 9/11 terrorist attacks, Fluor and IBM enlisted Hagerty to provide technical and management support for the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) program.
Understanding the Mission
The clients faced significant pressure to resolve a high volume of claims quickly, efficiently, and in compliance with federal guidelines. The primary goal was to award all PA grants within a two-year timeframe.
The Hagerty Advantage
The Hagerty team delivered innovative solutions to meet the clients’ requirements, including:
- Developing and implementing a strategic plan to obligate all PA grants within 24 months;
- Implementing internal controls to reduce fraud, waste, and abuse risks;
- Designing a comprehensive Quality Control Plan (QCP) to ensure compliance with the Stafford Act, Code of Federal Regulations Title 44 (44 CFR), FEMA-State Agreements, and Office of Management and Budget (OMB) Cost Code Principles;
- Streamlining funding disbursement methods while adhering to federal regulations;
- Re-engineering the grant closeout process for efficient closures within six months, while maintaining full federal compliance; and
- Creating operational plans with clear structures, processes, performance measures, and issue resolution strategies.
Achieving Results
As a result, 1,500 PA grants totaling $7.4 billion were awarded within 24 months, addressing critical needs like debris removal, emergency protective measures, and infrastructure repairs. To date, FEMA’s Office of Inspector General (OIG) has not reported any adverse findings regarding the grants.
