
Emergency Operation Plan Review and Update
Project Overview
Northwestern University (NU), one of the nation’s leading institutions, asked Hagerty to review and update its existing Emergency Response Framework (ERF) and related Emergency Operations Plan (EOP) resources to ensure alignment with best practices and state-specific regulations.
Understanding the Mission
The University’s existing emergency response plans required revisions to better align with both national best practices and specific guidelines mandated by the state of Illinois for higher education institutions. Through these updates, Northwestern aimed to enhance both compliance and the overall effectiveness of its preparedness initiatives.
The Hagerty Advantage
Hagerty’s team began by conducting a baseline assessment that compared Northwestern’s ERF with national standards for emergency response in higher education settings. This analysis was followed by interviews with key stakeholders, particularly those identified in the ERF as having critical roles in emergency management. These conversations allowed the team to assess the stakeholders’ current understanding of their responsibilities and identify areas for improvement within the framework.
The second phase of the analysis focused on Northwestern’s Business Continuity Plan (BCP), including the roles and responsibilities related to continuity efforts. Ultimately, the team compiled its findings into a comprehensive report, complete with actionable recommendations and a strategic roadmap to enhance the ERF and guide future emergency response planning.
Achieving Results
As a result of Hagerty’s recommendations, Northwestern’s executive team approved the creation of a dedicated full-time role within the University Police Department’s Emergency Preparedness Division. This position will focus on implementing our recommended improvements and advancing the university’s emergency preparedness initiatives.

Hagerty conducted a full-scale CCTA exercise to enhance response capabilities, engaging over 1,500 participants from nearly 80 agencies.
