
Emergency Preparedness Plans for School District
Project Overview
Chelsea Public Schools (CPS) in Massachusetts sought to update and align its emergency preparedness documents. To support this effort, Hagerty was engaged to develop tools and resources to help principals, faculty, and staff effectively prepare for and respond to emergencies.
Understanding the Mission
Emergency preparedness plans for schools must equip students, faculty, and administrators to respond to various crises. Potential incidents range from natural disasters like floods, fires, tornadoes, and hurricanes, to man-made emergencies, such as intruders and utility failures. Since each school has its own unique physical layout, community location, and demographic makeup, it is important to tailor emergency plans to these factors. Ultimately, this tailored approach ensures that policies and procedures remain relevant and effective in every scenario.
The Hagerty Advantage
Hagerty employed a methodical, step-by-step approach to create a comprehensive suite of tools for the Chelsea Public Schools District (CPSD). The process began with the development of user-friendly readiness guides for principals and faculty to use during a disaster. Our team also identified essential equipment to store in classrooms and the principal’s office to support emergency response efforts. Then, they conducted a collaborative workshop with CPSD to introduce and refine these concepts.
Building on feedback from the workshop, Hagerty developed a customized Emergency Operations Plan (EOP), which served as a model for the district. With this foundation in place, Hagerty expanded the project to create a comprehensive EOP for all CPSD schools.
Achieving Results
The workshop and EOP received enthusiastic feedback and significant engagement. Expanding on this success, the team created a follow-up workshop to focus on the core elements of a school EOP, incorporating a “train-the-trainer” session for administrators. This provided them with the tools and knowledge to effectively train faculty and staff, ensuring a sustainable, well-informed approach to school safety and emergency preparedness.

Hagerty developed and facilitated exercises in the Kansas City metropolitan area to validate response capabilities for complex coordinated attacks. -
Full-Scale Exercise for Complex Coordinated Attacks
Hagerty conducted a full-scale CCTA exercise to enhance response capabilities, engaging over 1,500 participants from nearly 80 agencies.
