Disaster Housing Assistance Pilot Program Evaluation

Project Overview:

Hagerty was engaged to evaluate the Disaster Housing Assistance Pilot Program (DHAP), a collaborative initiative between the Federal Emergency Management Agency (FEMA) and the Department of Housing and Urban Development (HUD). This goal was to assess the program’s effectiveness in addressing the housing needs of displaced individuals and families after disasters.

Understanding the Mission

The DHAP was established in 2007 as a direct response to the severe housing crisis faced by households impacted by Hurricanes Katrina and Rita in 2005. Ultimately, the program aimed to offer financial support and stable housing solutions to the over 36,000 displaced households following these events.

The Hagerty Approach

Hagerty’s evaluation began with comprehensive engagement, including interviews with 30 key program stakeholders. The team’s assessments included a thorough review of essential program documents, standard operating procedures, and numerous program and financial reports. Additionally, Hagerty conducted seven site visits to public housing authorities (PHAs) responsible for the program’s implementation. They then meticulously analyzed, compiled, and synthesized all data into an Executive Summary, highlighting key findings and actionable recommendations. The final DHAP Assessment Report was delivered shortly thereafter.

Achieving Results

The assessment provided an in-depth analysis of the pilot program, offering valuable insights and strategic recommendations. As a result, the team is incorporating many of these recommendations into a new FEMA-designed template for future collaborative disaster housing operations. The ultimate goal is to improve the efficiency and effectiveness of service delivery to households affected by disasters.
