
Promote Mission Ready Package Development
Project Overview
The Association of State and Territorial Health Officials (ASTHO) and the National Emergency Management Association (NEMA) engaged Hagerty, in partnership with TetraTech, to lead the development of Mission Ready Packages (MRPs) for public health and medical resources.
Understanding the Mission
MRPs are pre-designated response assets that are organized, developed, trained, and exercised before emergencies or disasters. Hagerty conducted thorough technical research to determine the types of MRPs needed. This research compared public health and medical resources from ASTHO and NEMA with those from the Federal Emergency Management Agency (FEMA) and the National Incident Management System (NIMS). This comparison revealed gaps in the existing MRP framework, and a subsequent survey helped pinpoint priority areas for medical and public health MRPs.
The Hagerty Advantage
The Hagerty team identified potential MRPs and collaborated with a client Advisory Group to select ten MRPs for development across four key areas: fatality management, mobile field medical care, shelter and functional needs support, and medical surge. The team then began building out these MRPs, converting them into EMAC-compliant templates. They carefully reviewed each template and created a companion document to provide further guidance.
Following the review process, the team engaged key stakeholders to gather feedback. Hagerty also organized and hosted an educational webinar for state-level Public Health Directors and staff. The webinar outlined the MRP template development process, provided an overview of the project’s deliverables, clarified expectations for upcoming materials and next steps, and addressed any questions from participants.
Achieving Results
Following the webinar, Hagerty distributed the materials, including the 10 MRP templates, forms, and companion documents, to stakeholders for review. The team gathered feedback on the MRP process, specifically assessing whether states would be able to request or provide these MRPs in the event of an emergency. This feedback was organized into a comment matrix, which will serve as a valuable reference for future work. The project was completed on schedule and received positive feedback from both client groups.

Hagerty developed and facilitated exercises in the Kansas City metropolitan area to validate response capabilities for complex coordinated attacks. -
Full-Scale Exercise for Complex Coordinated Attacks
Hagerty conducted a full-scale CCTA exercise to enhance response capabilities, engaging over 1,500 participants from nearly 80 agencies.
