Project Overview

The Cook County Department of Public Health (CCDPH) enlisted Hagerty to help develop internal workshops for quarantine and isolation procedures. This initiative aimed to enhance their preparedness for responding to public health crises requiring these measures. Ultimately, the workshops ensured that CCDPH was equipped to effectively manage such situations and enhance overall public health response capabilities.

Understanding the Mission

The primary objective of the project was to identify gaps in the current processes related to quarantine and isolation and propose actionable solutions. These solutions would serve as a foundation for creating a comprehensive and robust Quarantine and Isolation Plan. Our ultimate goal was to improve the department’s ability to respond to emergencies and ensure public safety through streamlined procedures.

Hagerty facilitated a full-day, immersive workshop for key representatives from various departments within CCDPH, including Emergency Preparedness, Communicable Disease Control, Legal, Human Resources (HR), Public Information, and the Illinois Health and Human Services (IHSS). Each department’s expertise was integral to ensuring that the resulting plan was comprehensive and addressed the full spectrum of issues associated with quarantine and isolation procedures. Hagerty tailored the workshop materials to suit the specific needs of these departments, ensuring relevance and clarity.

The team focused the workshop on a simulated quarantine and isolation scenario involving a potential Middle East Respiratory Syndrome Coronavirus (MERS-CoV) outbreak. Hagerty designed the session to challenge participants and encourage critical thinking, collaboration, and decision-making. The workshop addressed three core Public Health Preparedness Capabilities (PHPC): Emergency Operations Coordination, Emergency Public Information and Warning, and Non-Pharmaceutical Interventions.

Achieving Results

As a result, the workshop reviewed internal policies, staff roles, and resource utilization. Additionally, our efforts helped the team evaluate communication strategies and identify key gaps between units. Following the workshop, Hagerty compiled an After Action Report (AAR) and conducted a follow-up meeting to discuss the findings and next steps for enhancing readiness.
