
Threat and Hazard Identification and Risk Assessment
Project Overview
The Rhode Island Emergency Management Agency (RIEMA), in collaboration with various agencies and municipal offices, required expert support to conduct a Threat and Hazard Identification and Risk Assessment (THIRA). The goal was to assess threats and risks across Rhode Island and submit findings to the Department of Homeland Security (DHS) for review and future action.
Understanding the Mission
To ensure efficiency, RIEMA sought assistance in organizing a streamlined and effective event. Key responsibilities included selecting relevant agencies and municipal offices to participate, prioritizing vital discussion topics, and establishing a clear framework for assessing the severity of identified threats. Additionally, the team needed support to compile the findings into a structured and actionable report for the DHS.

To support the mission, Hagerty conducted a thorough THIRA assessment to evaluate a wide range of risks in Rhode Island. This included natural hazards, technological threats, and human-made risks. Hagerty’s analysis examined various factors, such as the time of occurrence, geographic location, and other variables influencing potential outcomes.
Following the THIRA process, Hagerty developed a detailed State Preparedness Report (SPR) outlining Rhode Island’s strategic goals based on the assessment findings. This report was submitted to DHS, providing the state with crucial insights for future hazard planning and resource allocation.
Achieving Results
The SPR outlined key goals for Rhode Island’s future hazard mitigation and resource use. With limited resources available, Rhode Island now has a clear understanding of its risks. As a result, this enables the State to prioritize actions that improve overall preparedness and community resilience. By addressing these risks head-on, the state is better equipped to protect its residents and critical infrastructure.
