Danielle Holmstrom

Mrs. Danielle Holmstrom, Deputy Director of Preparedness, is an emergency management and homeland security professional with over 15 years of experience in the government and private sectors. As an experienced consultant, Danielle has extensive strategic and operational experience developing and implementing all hazards emergency management programs, managing large-scale organizational initiatives, and facilitating large stakeholder groups. She has supported public and private sector clients facing complex topics, including cybersecurity, post-disaster recovery, continuity of government, and intelligence and information-sharing.

Prior to joining Hagerty, Danielle spent nearly seven years at State and local government emergency management agencies, most recently as the Emergency Management Coordinator and Director of the Virginia Beach Office of Emergency Management. In her role as Director, Danielle oversaw Virginia Beach’s comprehensive emergency management and physical security programs and responded to numerous incidents, including hurricanes, winter storms, flooding, tornadic activity, and a mass shooting. Notably, she oversaw the implementation of the City’s new physical security program including governance and policy development, critical infrastructure assessments, active threat planning, employee internal alerting, and contracted security services.

Danielle also worked at the Virginia Department of Emergency Management (VDEM) as a regional planner in Central Virginia and Hampton Roads, coordinating a variety of planning initiatives, with a focus on mass care, and served on the Hampton Roads Incident Management Team (HRIMT) as a credentialed IMT member. Prior to her role at VDEM, Danielle served at a private sector consulting firm providing technical assistance for federal programs in the community development field.

Danielle is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) and Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers (ASFPM). She is serving a second term as 1st Vice President of the Virginia Emergency Management Association (VEMA) as a member of the Executive Board. A devoted Hokie, Danielle is a two-time graduate of Virginia Tech, with dual bachelor’s degrees in marketing management and international studies and a master’s degree in public administration.
