Hope Winship

Ms. Hope Winship, Deputy Director of Preparedness, is a seasoned project manager, planner, and emergency management specialist with over 15 years of experience. Throughout her career, Hope has worked at the local, state, and federal government levels to ensure that communities understand and address their vulnerabilities to hazards and the associated risks to the communities’ physical, social, and economic well-being before and after a disaster.

Hope has extensive experience facilitating collaboration with government and non-governmental stakeholders to establish and achieve common goals related to building capacity to mitigate risks, respond to hazard events, and recover from disasters. She also has considerable experience managing professionals to provide them with the resources, information, and support required to meet clients’ needs and desired end states. Currently, Hope works directly with project teams to oversee the management of contracts and ensure our clients’ needs and missions are met. She also manages over 250 professionals mobilized to support the clients’ long-term COVID-19 response while also overseeing recovery coordination operations.

Before joining Hagerty, Hope served in a variety of recovery, mitigation, response, and exercise planning roles, including as the Recovery Program Manager for the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA) where she developed the District’s Disaster Recovery Plan and instituted a Recovery Program to continue building emergency management capabilities and capacity effectively and efficiently.
