Each year, the Council of State Community Development Agencies (COSCDA) hosts its Annual Training Conference, bringing together state administrators for training, peer exchange, and direct engagement with federal partners. This year’s event will be hosted by the Tennessee Department of Economic and Community Development in Memphis, Tennessee, from October 5 to 7, 2026.
The conference is open to state administrators of Department of Housing and Urban Development (HUD) programs focused on community and economic development, housing, homelessness, and disaster recovery.

About Our Team
Stan Gimont is Hagerty’s Senior Advisor for Community Recovery with over three decades of experience in housing, community development, and disaster recovery. Before joining Hagerty, Stan served 32 years at HUD, including as Deputy Assistant Secretary for Grant Programs and Director of the Office of Block Grant Assistance. In these roles, he provided management direction and oversight for programs such as CDBG, HOME, and the National Housing Trust Fund. Throughout this period, his leadership helped secure over $100 billion in funding to support communities nationwide, including providing critical recovery support after Hurricanes Harvey, Irma, and Maria. Additionally, Stan directed the implementation of the Neighborhood Stabilization Program (NSP) and HUD’s National Disaster Resilience Competition (NDRC).
Alec Usseglio is a Project Manager specializing in disaster recovery operations, with expertise in housing programs, damage assessments, and operational deployment. He has overseen federal recovery programs totaling more than $350 million in funding and brings hands-on experience supporting major disaster responses, including Hurricane Ian response operations and Hurricane Michael recovery efforts. Alec is also a Florida Certified Contract Manager (FCCM).
