This week marks the one year anniversary of the passage of the American Rescue Plan (ARP), designed to help communities recover financially from the significant losses associated with the COVID-19 pandemic. While some jurisdictions moved quickly to deploy their allocated ARP State & Local Fiscal Recovery Funds (SLFRF), many others have opted for a “go slow” approach.
