Case Studies 

Preparing For the Future: Pandemic Response AAR 

During the COVID-19 pandemic, Hagerty supported a large hospital system in St. Louis, Missouri. Throughout this response, we identified key areas for improvement, including public information and emergency communications, resource and inventory management, regional interoperability and information sharing, incident command and emergency operations, patient surge readiness, staffing and labor pool management, decedent affairs, and technology integration. Hagerty led the hospital’s AAR effort, collaborating with hospital staff to design a robust methodology for collecting feedback from personnel throughout the event. This collaborative effort produced valuable insights, highlighting both strengths and areas for improvement. These findings empowered the hospital’s Incident Management Team (IMT) to immediately address challenges and enhance operational efficiency, ultimately improving the response in real-time. 

Increasing Resilience: Risk and Gap Assessment 

Following their response to the first wave of COVID-19, a major healthcare system in Rhode Island engaged Hagerty to conduct a Risk and Gap Assessment. Our team worked closely with the client to evaluate the compliance of their emergency management program with the standards and provisions established in TJC Emergency Management Chapter and the CMS Appendix. We also incorporated local, state, and regional best practices into the assessment. Additionally, Hagerty conducted an HVA, satisfying annual reporting requirements while proactively identifying future risks and mitigation strategies to strengthen overall resilience.  

Staff Augmentation: Statewide Response Operations 

In July 2020, Hagerty deployed over 200 emergency management professionals to support a state’s health agencies during the COVID-19 response. Our team integrated seamlessly into the state’s existing infrastructure, providing clinical intervention support at hospitals and managing medical surge operations. We also oversaw communication campaigns, delivered reports to state leadership, and assisted with statewide vaccine distribution. With Hagerty’s support, the state maintained a resilient healthcare system throughout multiple COVID-19 surges, ensuring effective and equitable care for vulnerable residents. 

COVID-19: Financial Relief 

To date, Hagerty has developed and managed over $50 billion in federal funding program grants. Key achievements include: 

  • $31+ billion in the FEMA PA, including securing $4.1 Billion in FEMA PA Category B (Cat B) to support health systems nationwide in their COVID-19 relief efforts 
  • $13+ billion in American Rescue Plan Act (ARPA), providing crucial financial support to public health initiatives and recovery efforts 
  • $4+ billion in Coronavirus Aid, Relief, and Economic Security Act (CARES) funding 
  • $6.5+ billion in additional federal grants, including the HHS, Centers for Disease Control and Prevention (CDC) PHEP, Department of Education (DOE), Internal Revenue Service (IRS), and others 
  • $1.9+ billion in FEMA PA grants, including Cat B funding, to support recovery efforts following Hurricane Sandy 
  • Over $13 million in FEMA PA and $2.9 million in Community Disaster Loans (CDL) to replace critical infrastructure at a hospital impacted by both Hurricane Michael and COVID-19
