The first leg is a culture of preparedness within our society; the second leg is a strong state and local government response capability; the third leg is the private sector/ non-profit organizations; and the fourth is the firepower of FEMA and their federal government partners. If you go into the disaster preparedness, response, and recovery with all four legs, the chair is stable.”
