Meaningful Partnerships: A Conversation with Francisco Sánchez and the Houston Hispanic Chamber

The shifting role of federal disaster funding is placing greater responsibility on local governments to strengthen their capabilities, funding strategies, and operational frameworks. These new and expanding needs underscore the vital role of public and private partnerships in building resilient communities. In a recent interview, Hagerty’s Senior Advisor for Economic Development, Francisco Sánchez, joined the Houston Hispanic Chamber of Commerce to share his perspective on strengthening these partnerships at the local level and creating long-term, sustainable solutions.

Drawing on his extensive experience at the United States (US) Small Business Administration (SBA), Francisco emphasizes the critical importance of coordination between businesses and local governments. “Businesses create jobs, support the local economy, and can sometimes get critical services back on their feet before the government can,” he explains.

Through strategic planning, targeted capacity-building, and close collaboration, public and private entities can maximize their impact and build stronger, more resilient communities. As a proud Houstonian, Francisco illustrates this with examples of successful local collaborations within his own community.

Francisco Sánchez Jr. is a nationally recognized expert in emergency management and economic development, with over 20 years of experience in disaster response and recovery. He most recently served as Associate Administrator of the US Small Business Administration’s (SBA) Office of Disaster Recovery and Resilience (ODR&R), where he led major operational reforms and directed recovery efforts for several of the country’s most significant disasters. A former Deputy Emergency Management Coordinator for Harris County, Texas, Francisco continues to apply his expertise as Hagerty’s Senior Advisor for Economic Development.
