Hagerty’s Senior Advisor for Emergency Management, Mike Sprayberry, testified before the United States (US) Senate Committee on Banking, Housing, and Urban Affairs about the need for permanent authorization of the Community Development Block Grant – Disaster Recovery (CDBG-DR) program administered by the US Department of Housing and Urban Development.
Prior to joining Hagerty, Mike spent eight years as the Director of Emergency Management for the State of North Carolina. During that time, he managed more than $778 million in CDBG-DR funding that the state received as a result of Hurricanes Matthew and Florence. While CDBG-DR funding greatly supported the state’s housing recovery – particularly for low- to moderate-income populations –program administration was challenging, and often delayed, because of the ad hoc nature of the program without formal congressional authorization.
