FEMA climate grants pose challenge for poor communities

When President Biden announced on May 24 that he was doubling the amount of money the government distributes for pre-disaster mitigation projects, he vowed to help communities that are “too often overlooked.” However, meeting that goal will be difficult because the funding is allocated through a process that forces states and localities to compete against each other creating a barrier to entry for many low-income and minority communities.

Hagerty’s Director of Mitigation, Amelia Muccio, discussed the current challenges with E&E News and offered potential solutions to include allowing larger communities to apply on behalf of small, impoverished communities because large communities have the resources to submit an application and pay the local share of the federal match.
